Request to Allow Parking on Roundhouse Street IS: c .I-~ CITY OF SHAKOPEE Police Department , , Memorandum i I I I I i I I TO: Honorable Mayor and City Council i 1 i Mark McNeill, City Administrator I i [ Sergeant John Flynn ~ i FROM: -~-~~~ ------ -~ - SUBJECT: Request to Allow Parking on Roundhouse Street DATE: July 6, 2004 INTRODUCTION: Council is asked by the Prairie Bend Villa Homeowners Association to allow parking on Roundhouse Street between 4th Avenue and County Road 16, so that sealcoating can be done on private streets and driveways. This portion of Roundhouse is currently signed "No Parking." BACKGROUND: Attached are letters from the Association making the request and a response from Sgt. Flynn denying the request based on safety and liability issues. Council authorized parking restrictions on Roundhouse between County Road 16 and 4th Avenue in 2002. This action was taken because of public safety concerns created by the configuration of this portion of Roundhouse, i.e., two lanes wide coupled with the curvature of the roadway. In the letter of request the Association originally requested to park on both sides of Roundhouse Street. This request was later changed to parking on one side of Roundhouse Street. Sgt. Flynn suggested to the Association that perhaps residents could park vehicles on the large open grassy common areas located within the boundaries of the complex. An answer on this was not received. RECOMMENDATION: The Police Department recommends that allowing parking on this portion of Roundhouse Street be denied for the same reasons this street was originally designated no parking. Roundhouse is chrrently posted \ "no parking". The seal coating will be done sometime frqm May 15,2004 to June 1,2004, depending upon the weather. The work will take 2 to 3 days to fInish. 136 homes will be affected. Thank you for your consideration of this matter. Please let me know if you need further information to make a,decision. This decision is based on safety concerns and liability issues. You are, of course, free to take this matter up with the Shakopee City Council.
