Extension Agreement to Update the Blus Lake Hydrologic/Hydraulic Model .. .. .~ IS: 13. 3 \ CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Authorizing an Extension Agreement to Update the Blue Lake Hydrologic/Hydraulic Model DATE: July 6, 2004 INTRODUCTION: Attached is a proposal to update the Blue Lake Hydrologic/Hydraulic Model from WSB & Associates, Inc. and for Council consideration to approve this proposal. BACKGROUND: The City of Shakopee has been working with the Prior Lake-Spring Lake Watershed District and the City of Prior Lake to revise the Joint Powers Agreement for the Prior Lake outlet channel for the past three years. Included in the Prior Lake channel is the Blue Lake Watershed, which includes drainage areas from the City of Prior Lake, Shakopee Mdewakanton Sioux Community and the City of Shakopee, from Pike Lake Trail to the west and south. Staff has been working with PLSL WD staff to revise the Joint Powers Agreement, which would include cost sharing of various reaches of the improved channel based on low participation of each government entity. In order to continue with a revised Joint Powers Agreement and cost participation formulas, staff is requesting additional work to be done to the Blue Lake Hydrologic/Hydraulic Model to help in the preparation of the Joint Powers Agreement. This proposal will analyze the pre-development conditions of the Blue Lake Watershed and determine pre-development discharge rates to the Shakopee Mdewakanton Sioux property at C.R. 83 and also to the Prior Lake-Spring Lake outlet channel. Also included in this proposal is to revise the existing hydrologic model to appropriate watershed boundary changes, stormwater volume and discharge restrictions that have been put in place as part of recent developments and to have a more accurate model representing these changes. The result of this study will then be presented to the PLSL WD and City Council at future meetings to assist in the preparation of a revised Joint Powers Agreement. Included with this memo is an e-mail from Shannon Lotthammer, District Administrator ofthe PLSLWD, stating that the District has a goal to revise the Joint Powers Agreement this year. Also included is a letter and map from Todd Hubmer, of WSB & Associates, Inc., showing some of the drainage changes in the Blue Lake Watershed as well as a map showing the Blue Lake channel and Prior Lake outlet channel. The cost of this proposal isnot-to~exceed $3,800.00 and staff is recommending that this work be authorized to provide the additional information and a revised model for analyzing the stormwater from the Blue Lake channel to the Prior Lake channel. ALTERNATIVES: 1. Approve a motion authorizing the appropriate City officials to execute the extension agreement with WSB & Associates, Inc. for an update to the Blue Lake Hydrologic/Hydraulic Model not-to-exceed $3,800.00. 2. Do not authorize this proposed extension agreement. 3. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No.1, in order to provide a more current model in working with the PLSL WD and the City of Prior Lake for a revised Joint Powers Agreement. Hi Bruce - Thanks for the call this morning. I'm glad to hear that you received a proposal from Todd and it's going to your Council for approval soon. Should I plan on attending that Council meeting in case there are any questions I can help with? Just let me know... As for documentation of the JPA being a stated goal of the Watershed District, the District's approved Water Resources Management Plan, which was adopted in January 1999, includes the completion of a new/revised Joint Powers Agreement as an overall goal of the District. In addition, the Prior Lake Outlet Channel and Lake Volume Management Study completed in May 2003 identifies the need to complete a new/revised JPA. Finally, the completion of the JPA was included by the PLSLWD Board of Managers as an overall goal and Work Plan element for 2004. Is the above enough documentation for your Council report? Shakopee,~ 55379 Re: Review of the Drainage Areas Tributary to the Northwest Quadrant of the Intersection of County Road 83 and Valley View Road Dear Mr. Loney: Attached please find a Figure showing the pre-development and post-development drainage areas tributary to the northwest quadrant of the intersection County Road 83 and Valley View Road in the City of Shakopee. The drainage area tributary to this location has been reduced by 369 acres, through the development of Pheasant Run and others which have directed stormwater away from this intersection, north to the 169 drainage system and the Upper Valley Drainageway. There remains approximately 405 acres tributary to the northwest corner of County Road 83 and Valley View Road. However, it should be noted that both the Greenfield Addition and the Park Meadows developments have been designed to provide stormwater ponding and infiltration of the 100-year critical storm event, with no discharge currently allowed to their eastern boundaries. These two developments are effectively landlocked for the 100-year storm event, with only emergency flows which could be directed to the east in extreme storm events. The remaining 148 acres currently is undeveloped and drains to the northwest quadrant of this intersection. The total volume of stormwater runoff directed to this quadrant of the intersection has been reduced for the I-year, lO-year, and lOO-year storm events by 9 acre-feet, 48 acre-feet, and 124-acre feet, respectively. We are proposing to complete the work, as described herein: We propose to update the City of Shakopee's Blue Lake Model to incorporate the ch,anges in drainage boundaries, peak discharge rates, and storage volumes associated with new development tributary to the Prior LakelDean Lake outlet channel. This work is anticipated to consist of the following task: 1. Prepare a predevelopment conditions, hydrologic model that provides pre-development discharge rates to the Mdewakanton Sioux property and to the Prior Lake/Spring Lake outlet channel. 2. Revise the existing HydroCad model for the City of Shakopee to incorporate the watershed boundary changes, storm water volume, and discharge restrictions put in place as part of recent developments. 3. Provide necessary support, documentation, and attendance to at least two meetings in regards to discharge rates to the Prior Lake/Spring Lake outlet channel.
