SUBJECT: Comprehensive Plan Amendment to Reguide Property from Rural Residential to
Single-Family Residential, Extend MUSA, and Rezone Property from Agricultural
Preservation (AG) Zone to Urban Residential (R-1B) Zone
MEETING DATE: July 6, 2004
REVIEW PERIOD: April 9,2004 - August 6, 2004
INTRODUCTION:
Brad Gonyea, Gonyea Land Co., has made application to re-guide property from Rural Residential to Single-
Family Residential, and to extend Metropolitan Urban Service Area (MUSA) to that same portion of
property. Additionally, they have requested that the property be rezoned from Agricultural Preservation
(AG) Zone to Urban Residential (R-1B) Zone.
The City Council discussed this project at their June 1,2004 meeting, and tabled it to the June 15th meeting,
at which time the applicant further requested tabling this item to the July 6, 2004 meeting.
Staff has been meeting with the applicant to address utility and service issues. Due to the ongoing
discussions with staff, with staff proposing to conduct a study of the watershed district in this area, the
applicant has submitted a letter requesting that the Council table this item to the August 17, 2004 meeting.
They have also extended the City's review period to September 8, 2004.
Since this item was tabled to a specific date, staff recommends that Council remove this item from the table
and that it be placed back on the table, for consideration at the August 17, 2004 meeting.
ALTERNATIVES:
1. Approve the request to extend MUSA to the balance ofthe subject property, to re-guide to single-
family residential that portion now guided rural residential, and to rezone the same property from
Agricultural Preservation (AG) Zone to Urban Residential (R-IB) Zone.
2. Deny the request to extend MUSA to the balance of the subject property, to re-guide to single-family
residential that portion now guided rural residential, and to rezone the same property from Agricultural
Preservation (AG) Zone to Urban Residential (R-1B) Zone.
3. Table the matter to the August 17, 2004 meeting.
ACTION REQUESTED:
Remove this item from the table; and offer and approve a motion to place this item back on the table, for
consideration at the August 17, 2004 meeting. ~ A _

RE: Application for MUSA Expansion, Reguiding, and Rezoning of the 40. Acre
Deutsch Family Property.
Mr. Leek,
Weare hereby requesting that our application be moved from the July 6, 2004 City
Council agenda to the August 17,2004 City Council agenda. We are also hereby
extending the City's review period for these applications to September 8, 2004.
Bruce Loney informed us that the City's engineering department will be conducting a
study over the next 30 days of the watershed district in the .area of our land. This study
should help the City decide if any additional ponding will be requested to serve other
parcels in the area. At this time, we are willing to wait for the results of this study.
