No. 6076 / '/, AI CITY OF SHAKOPEE Memorandum CASE NO.: 04202:J.8 TO: Mayor and City Council Mark McNeill, City Administrator FROM: Julie Klima, Planner II SUBJECT: Amendment to St. Francis Regional Medical Center-South Valley Health Campus Planned Unit Development (PUD) MEETING DATE: July 6, 2004 DISCUSSION St. Francis Regional Medical Center has submitted an application for an amendment to its South Valley Health Campus Planned Unit Development (PUD). The subject site is located at the southeast corner of County Road 17 and 17th Avenue. St. Francis Hospital and St. Gertrude's Care Facility are proposing expansions. The expansions proposed with this application include the following: ST. FRANCIS . Additional surface parking at the northeast corner; . A 3 level parking ramp at the northeast corner of the site; . Expansion of surface area parking on the west side ofthe site; . 2 building additions to St. Francis totaling 128,000 square feet; (these areas would house surgical areas, cancer center, offices, patient rooms, pharmacy, mechanical systems, and central sterilizing and supply, exam rooms, and patient waiting area); . Construction of 2 medical office buildings (MOB) limited to 4 stories in height and 30,000 sq. ft. per floor; and . A 4 level parking ramp at the southwest comer of St. Francis A venue and Sarazin Street. ST. GERTRUDES . Construction of a 40 unit assisted living apartment (2 story); . Construction of a chapel (1 story); and . Construction of a new common entry (1 story). The traffic study for the area was recently completed and submitted to the City's traffic consultant for review. WSB is recommending that two conditions be added (condition nos. 24 and 25) relative to traffic concerns. Staff is recommending an additional condition (condition no. 26) which would require that the oxygen tanks and cooling towers be completely screened from view of public right-of-way with materials that are similar and complimentary to the existing materials of the campus. ALTERNATIVES 1. Approve Resolution No. 6076, approval of an amendment to the development plans of the South Valley Health Campus, subj ect to the conditions presented. 2. Approve Resolution No. 6076, approval of an amendment to the development plans of the South Valley Health Campus, subject to revised conditions. 3. Deny the request for an amendment and direct staff to prepare.the appropriate resolution. 4. Table the request for additional information. PLANNING COMMISSION RECOMMENDATION The Planning Commission reviewed this request at its June 17, 2004 meeting. At that meeting, the Planning Commission recommended the inclusion of 2 additional conditions (conditions nos. 22 and 23) and voted unanimously to recommend to the City Council that approval of the amendment. A copy of the staff report to the Planning Commission is attached for the Council's information. Resolution No. 6076 has been drafted for the Council's review and approval. ACTION REQUESTED Offer a motion to approve Resolution No. 6076, approval of an amendment to the development plans of the South Valley Health Campus, subject to the proposed conditions, as well as, the previous conditions of approval, and move its adoption. g: \cc\2004 \07 -06\pudamstfrancis.doc RESOLUTION NO. 6076 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, APPROVING AN AMENDMENT TO THE PLANNED UNIT DEVELOPMENT FOR SOUTH V ALLEY HEALTH CAMPUS WHEREAS, St. Francis Regional Medical Center and St. Gertrude's Health Care Center, applicant and owners of said property; have made application for an amendment to the Planned Unit Development for South Valley Health Campus; and WHEREAS, the property upon which the request is being made is legally described as follows: Lots 1, 2, 3, 4 and 5, Block 1, St. Francis Regional Medical Campus, Scott County, Minnesota; and WHEREAS, on November 15, 1994, the City Council of the City of Shakopee did approve Resolution No. 4120, approving the Preliminary and Final Development Plans for the South Valley Health Campus; and WHEREAS, the Planning Commission of the City of Shakopee did review the amendment to the Planned Unit Development on June 17,2004; and WHEREAS, all required public notices regarding the public hearing for the Planned Unit Development Amendment were duly sent and posted and all persons appearing at the hearing have been given an opportunity to be heard thereon; and WHEREAS, the City Council of the City of Shakopee did review the amendment to the Planned Unit Development on July 6, 2004. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, AS FOLLOWS: That the Planned Unit Development for South Valley Health Campus is hereby amended subject to the following conditions: 1. Development is to occur consistent with the narrative and site plans submitted on June 29,2004. 2. The applicant shall be required to provide additional1andscaping units on the PUD site for the construction of applicable building additions, subject to the requirements of Section 11.60, Subd. 8 of the Shakopee City Code. Verification of landscaping requirements shall occur at the time of building permit issuance. 3. Any signage shall comply with Section 11.70 of the City Code. 4. 20% of the site shall be designated as open space to comply with the PUD requirements. 5. Parking shall comply with the requirements stipulated for this use in the City Code. 6. A zero setback shall be allowed for St. Gertrude's assisted living facility adjacent to Lot 7. 7. Building materials shall comply with the requirements of the Zoning Ordinance and shall be complimentary to the existing materials used on campus and shall be verified at the time of building permit issuance. 8. The land swap between the applicant and Shakopee Public Utilities shall be finalized prior to the issuance of anY building pennit for construction for St. Gertrude's. 0 9. Prior to any land disturbing activity, the applicant shall submit a storm water management plan to the City for review. The storm water calculations shall adhere to all policies set forth by the City of Shako pee's engineering department. 10. Prior to any land disturbing activity, the applicant shall submit storm water pipe design calculations to the City for review. 11. The applicant shall be responsible for the coordination between submitted plan sets by Saint Francis Regional Medical Center and Saint Gertrude's Health Center. 12. The applicant shall work with City and County staff to align the 17th Avenue access with the existing access to the North. The applicant shall also work with City and County staff on the intersection design at this location. 13. The applicant shall obtain the necessary approvals from the Shakopee Public Utilities Commission (SPUC) for proposed improvements on their sites. 14. It shall be the applicant's responsibility to obtain all necessary County permits prior to construction commencing. Copies of all applicable permits shall be provided to the City prior to construction. 15. All work done within the City right-of-way, drainage and utility easements and/or sanitary sewer easements shall require a right-of-way permit. Prior to construction, please contact Bonnie Horner at (612) 369-4572 to obtain details. 16. Should the applicant wish to commence grading prior to obtaining a building permit, a grading permit shall be required. The grading fees shall be calculated using the most current edition of the City of Shakopee' s Fee Schedule. 17. Prior to any land disturbing activity, the applicant shall obtain a NPDES permit. A copy of this permit shall be provided to the City prior to construction. 18. All erosion control measures shall be furnished and installed by the applicant and accepted by the City of Shakopee prior to any land disturbing activity. All applicable storm sewer charges and other fees as required by the City's adopted fee schedule shall be paid prior to issuing a building permit. 20. The applicant shall address all comments made by City staff on the submitted plan sets. The requested revisions will be forwarded to the applicant for their use. 21. The approval of the amendment to the Planned Unit Development does not constitute approval of the submitted plan sets. 22. The site plan shall be revised in the event that Scott County does not allow the access from CSAH 17 as currently depicted. 23. Construction of parking facilities shall be staged to ensure that parking off-site will not be utilized. 24~ At the time that the Medical Office Buildings are proposed for construction the traffic analysis shall be updated. 25. Any road improvements to Sarazin Street, 1 ih Avenue, or St. Francis Avenue required by the City Engineer as a result of the traffic study and attributable to the development within this PUD shall be the responsibility of the property owners within the PUD. 26. Oxygen tanks and cooling towers shall be completely screened from view of public right-of-way with materials that are similar and complimentary to the existing materials of the campus. CONSIDERATIONS St. Francis Regional Medical Center received approval for their South Valley Health Campus Planned Unit Development (PUD) on November 15, 1994. Subsequent amendments have been approved to address additions to the campus. Please find attached, as Exhibit B, the applicant's narratives, explaining the proposed projects. As stated in the narrative, St. Gertrude's is working with Shakopee Public Utilities to address the potential for land swapping to accommodate the proposed plans. As a part of the proposed land swap and. construction of the proposed addition, St. Gertrude's is requesting approval to allow a zero setback along the proposed reconfigured lot line between their property and Lot 7 (owned by SPUC). The applicants have indicated their intent to provide exterior construction materials that are compatible with the existing materials used in the campus. Construction materials will be verified for compliance with the Zoning Ordinance standards at the time of building permit application. St. Gertrude's has provided information regarding the number of parking stalls required (108 stalls) and number of parking stalls provided (113 stalls). Staff has contacted representatives from St. Francis and has requested a breakdown of parking stalls required and provided. The landscaping requirements shall be verified at the time of building permit applications. Any signage related to the proposed building additions must comply with Section 11.70 of the Shakopee . City Code. Signage shall require an approved sign permit, if applicable. The drawings provided as a part of this application provide both the existing and proposed conditions. Staff is recommending that, prior to City Council review of the PUD amendment, revised, individual drawings of the existing and proposed conditions be provided. The Engineering Department and Shakopee Public Utilities have provided comments that have been attached for the Commissions reference. ALTERNATIVES 1. Also attached is the diagram of the existing PUD for reference. In conjunction with the Building Expansion additional surface parking will be provided at the northeast corner of the site in Phase 1. Initially this parking area will be dedicated for employee parking. With the future expansion of the facility a three level parking ramp will be constructed for combined public and employee parking. Expansion of the surface parking will also occur at the west side for the Emergency Department. Additional public parking will also be provided with expansion of the surface parking at the existing southwest and southeast parking areas. The dedicated open area will be continued along the west property line as well as along the east property line from the existing utility building south to the new Valley View Road right of way to provide a contiguous greenlIandscaped buffer zone. The composite area once St Francis A venue is vacated will be fifteen percent. Future plans call for the realignment of Valley View Road and the right of way has already been established along the south property line. It is our understanding once this road is installed the current intersection of 8t Francis Ave and Marschall Road must be closed. Since St Francis Ave will no long be any benefit to public traffic the right of way should be vacated and the property reverts back to St Francis. St Francis Regional Medical Center Expansion (SFRMC) The expansion of SFRMC will take place in multiple phases over the forthcoming years. The exact timeframe will be dependent on the growth and needs of the community and development of additional medical services by SFRMC. The first phase of the expansion that is planed at this time will consist of two additions to the existing building totaling approximately 128,000 square feet. The addition to the north will provide area for future surgical expansion, expansion of the existing cancer center and new administration offices on first floor. Second floor will provide thirty new med/surg patient rooms with a connection to the existing second floor for continuity of the med/surg practice. The basement level will be utilized for a central plant, mechanical systems, phannacy and a future expansion area for central sterilizing and supply. The addition to the west will expand the existing Emergency Department providing new exam rooms, lobby and patient waiting area. QH 'BIT Cz. Use of the two current color palate ranges of face brick, stone and glass window systems will be utilized for both addition areas. The north addition is planned for future vertical expansion for a total of four stories on each wing. . The north/south and east/west wings on floors two thru four will provide addition patient rooms for the anticipated long term growth. With the future additions a three level parking ramp is being proposed at the northeast comer of the site. Future Medical Office Buildines (MOB) With the growth of the community there is an impending need for additional office space for the local medical practice. In anticipation of this, it is being proposed to provide areas for development of two Medical Office Building on the South Valley Health Campus. Both MOBs being proposed would be approximately 30,000 square feet per floor and limited to four stories in height. It's likely the east MOB will be developed first. A combination of the new MOB and vertical expansion of the existing east MOB will require a four level parking ramp be constructed to accommodate the off-street parking requirements. The west MOB would not be developed until such time the St Francis A venue ROW is vacated so the parking can be expanded to the south. The option of development of the west MOB. in a east/west or north/south orientation is indicated on the site diagram. The exterior design of the MOBs will be required to utilize materials that are in keeping with architecture of the South Valley Health Campus. e.XH-'81r G Attachment "B" ~ PUD Amendment South Valley Health Campus 6 May, 2004 Page lof2 Narrative St. Gertrude's Assisted Living Addition St. Gertrude's Heath Center is a single story, 75-bed nursing home attached to St. Francis Medical Center. They provide a home like atmosphere to long-term care patients and sub- acute patients released from St. Francis. The success of St. Gertrude's nursing home care has built a strong demand to expand their services into assisted living. Their proposal is to build a 40 unit Assisted Living Apartment attached to the existing nursing home with a chapel and new common entry into the facility. The new structure will be located over St. Gertrude's current parking lot requiring the entire site to be reconfigured. The entry drive to St. Gertrude's site will relocate to align with French Trace Avenue. The entry to St Gertrude's Facility will relocate to the east to face Sarazin Street. There will be a covered drop off with some accessible parking in front of the building. The majority of parking will be located to the north of the existing building. The primary employee entrance will be to the rear of the facility on the west end. All parking that is removed will be replaced and additional parking will accommodate the entire facility based on Zoning Standards. Shakopee Utilities owns two lots at the northeast, Lot 6, and southeast, Lot 7, of St. Gertrude's property. There is a mutual desire to exchange land that will benefit both owners. St. Gertrude's will take a 216 sf. corner of Lot 7 and request a zero setback at this location. It should be noted that Lot 7 has a well at its center and no structures can be built on the lot; therefore the proposed structure is guaranteed to meet minimum clearance from separate structures. Shakopee utilities will deed St. Gertrude's the southern portion of Lot 6 in exchange for additional property to the west of Lot 6. This will allow the St. Gertrude's entry drive to connect to the north parking lot and Shakopee Utilities to expand their pump house to the west. Shakopee utilities will grant St. Gertrude's a driveway and parking easement on a portion of the west portion of Lot 6. The project will improve storm water control. A portion of the sites storm water will be captured and routed to the campus pond via pipes in Sarazin Street and 17th A venue similar to current conditions. The north portion of the site will be captured into a new system of pipes and delivered to the pond underground on St. Francis property. The project adds landscaping to meet the Zoning standards. The new plantings will be concentrated along Sarazin Street and the north portion of the site. Some plantings will be used to screen equipment. There will be an effort to relocate existing planting. Trees or shrubs that will not survive relocation will be replaced with a similar plant. The addition is a 42,800 sf building attached to S1. Gertrude's and designed with similar materials to give the appearance of qne building. The entry, offices and chapel are single story structures. The apartment units are in a two story, gabled and hipped roof structure. The materials are brick base with vinyl siding to match S1. Gertrude's.
