J , CITY OF SHAKOPEE MEMORANDUM CONSENT To: Mayor and City Council Mark McNeill, City Administrator From: Mark Themig, Parks, Recreation & Facilities Director Meeting Date: July 20, 2004 Subject: Hiring Park and Landscape Designer INTRODUCTION City Council is asked to hire Andrea Weber for the position of Park and Landscape Designer. BACKGROUND AND DISCUSSION As part of the reorganization of the natural resources function earlier this year, City Council authorized the creation and advertising of a Park and Landscape Designer position to do park planning and development. Scott County Employee Relations worked with me to develop the employment notice and training and experience rating form from the approved job description. We posted the position on May 21 and closed it on June 16. We received six applications for the position, interviewed five candidates in the first round, and two finalists. RECOMMENDATION I am recommending that Andrea Weber be hired for the position of Park and Landscape Designer. Ms. Weber is currently serving as a landscape architect for Tushie Montgomery Architects. In her current position, she is responsible for concept design, contract document, and construction management of projects. Although her previous work has primarily focused on commercial projects, she appears to have an excellent understanding of the aspects needed for successful park design, including community involvement in the design process and designing parks that meet both function and beauty while minimizing maintenance requirements. Ms. Weber is also in the process of completing her examinations to become registered by the State of Minnesota as a Landscape Architect. This registration process is similar to the Professional Engineer (PE) examination process, and when certified, will enable her to sign off on all design plans except storm water. Although registration was not required for the position, it was listed as desirable. (There would still be involvement from Engineering in developing and reviewing aspects of the plans.) I am recommending ttiat Ms. Weber be hired at Grade 7, Step D ($50,359). In recognition of the value to the city of having' a registered landscape architect, I am also recommending that Ms. Weber be moved to the next step when she completes her examination process and becomes registered by the state. REQUESTED ACTION Move to hire Andrea Weber as Park and Landscape Designer at Grade 7, Step D ,($50,359), with a provision to move her to the next step when she becomes registered by the State of Minnesota as a Landscape Architect > ,;..... ,.. \J0\~~ Mark Themig
