SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Mark McNeill, City Administrator DATE: 01/08/2013 SUBJECT: Special City Council Meeting Dates (F) Action Sought The City Council should designate two special meetings to accommodate economic development discussion, and a discussion of the City's Recycling and Refuse Pickup contract. Background January 15th Meeting- -City staff has been negotiating economic development incentives with Emerson Process Development for its possible use of the former ADC 1 building site. Included would be the possible use of tax abatement, which would necessitate calling for a Public Hearing. In order to meet the schedule of both Emerson, and the Scott County Board (which may also be considering tax abatement), a meeting of the city Council would be needed on Tuesday, January 15th. However, because the City Council chambers are already scheduled for a 6:30 meeting that evening (to hold a neighborhood discussion of the East 101 Utility project), an 8 PM start is recommended. Also proposed for discussion that evening would be the Economic Development Coordinator position, which has been budgeted for 2013. The EDAC has expressed a desire to be involved with the consideration of this position, as stated at its December, 2012 goal setting session. Having the January 15th meeting would allow the EDAC to be involved with that, and also hear the proposal of the Emerson proposal, which, due to scheduling constraints, would not otherwise be able to be separately considered by the EDAC prior to coming to the Council. February 4th Meeting - -If the Council chooses to consider offering tax abatement assistance to Emerson, it would have to call for, and hold a Public Hearing. Because of the statutory requirement for al 0 days' published notice, and because Scott County will not act on economic assistance questions before action is taken by the City Council of the host community, a special meeting on February 4th is recommended. That date would also work for a separate discussion of the draft Request for Proposals for the City's organized garbage and recycling contract. This subject has been heard by the Council previously, and guidance from that discussion has been factored into the draft RFP. the intent at this time would be for the Council to hear the final version, and, if it is comfortable with the product, adopt the RF as final. Because of the duration of time anticipated for this discussion, a separate meeting night is recommended. ideally, this subject could be combine with the other discussion on tax abatement earlier that evening. Recommendation I recommend that the Council set special meetings for Tuesday, January 15th at 8 PM, and Monday, February 4th at 7 PM. Both meetings will be in the City Council Chambers. Budget Impact There is no budgetary impact for setting the meetings. Relationship to Vision This supports Goal F,"Housekeeping". Requested Action If the Council concurs, it should, by motion, set special meetings of the City Council for Tuesday, January 15th at 8 PM, and Monday, February 4th at 7 PM.
