Don Conway (Shakopee) spoke regarding construction/grading impacts near his property,
erosion concerns, and home spacing/fire concerns. Staff described typical construction
coordination and noted improved fire response capacity beginning January.

Staff presented proposed zoning actions for the Scott County Emergency Communication
Facility site and the Green View subdivision, including PUD zoning and preliminary plat. The
proposal included 193 single-family lots and open space/trails.

Joe Jablonsky (Lennar) provided phasing/timeline expectations and estimated home pricing
ranges.

PUBLIC HEARING- Entertainment Overlay Zone - Signage.

Action to be considered:
Approve Resolution PC2026-001, approving signage in the Entertainment Overlay Zone
for the Mystic Lake Amphitheater (formerly Canterbury Amphitheater) to allow for
additional permanent exterior signage at the Mystic Lake Amphitheater located at 712
Canterbury Road.

Background:
Jason Moutry of Shakopee Partners LLC on behalf of Bloomington Investments LLC
(property owner), have applied for an Amendment to Planned Unit Development District
#8 Mystic Lake Amphitheater (formerly Canterbury Amphitheater) to allow for additional
permanent exterior signate at the Mystic Lake Amphitheater located at 712 Canterbury
Road under the Entertainment District Overlay that was created to allow larger and
interesting signage for the area..
The applicant is requesting two (2) freestanding/monument style signs where the usual
City Code allows one (1); and a total of four (4) wall signs which exceed the maximum
area (120 square feet) and/or number of signs, as follows:
1. Main Entry Canopy Sign (476 square feet in area);
2. Stage House Exterior Sign (497 square feet in area);
3. Two (2) Secondary Entry Signs (107 square feet in area).
The Entertainment Overlay permits the Planning Commission to approve signage that is
in keeping with the overall district and that is in scale to the development.
That 151.196 Sign Design Standards Table, was amended to allow neon, blade, digital and
large video (with movement) signs, subject to the following:
Large scale video and digital signs must be reviewed by the Planning Commission and

approved by the City Council
Blade, digital and neon signs that are larger in square footage than allowed by the
current code must be reviewed and approved by the Planning Commission
Blade, digital and neon size that conform to the sign code is size may be approved by
staff.
The proposed signs fit the site and structure and do not appear overwhelming in size and
design aesthetics and meets the requirements for signage that are larger in square
footage than normally allowed.
These signs are designed to assist the concert goers with accessing the parking lot and
seating area in an efficient and non -confusing manner. City, and SPU staff have
conducted reviews of this request and conditions of approval have been incorporated
into the draft resolution, should this application be approved.
Considerations
Staff believes the proposed amendment for this property meets the criteria in the
Entertainment Overlay Zone, 151.196 Signs.
Recommendation:
Approve requested action.

RESOLUTION PC2026-001
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA,
APPROVING SIGNAGE FOR THE MYSTIC LAKE AMPHITHEATER FOR PROPERTIES
LOCATED NORTH OF BARENSCHEER BOULEVARD, SOUTH OF UNBRIDLED
AVENUE, AND WEST OF CANTERBURY ROAD
WHEREAS, Jason Moutry of Shakopee Partners LLC on behalf of Bloomington
Investments LLC (property owner), have applied for signage changes for the Mystic Lake
Amphitheater (formerly Canterbury Amphitheater) to allow for additional permanent exterior
signage at the Mystic Lake Amphitheater located at 712 Canterbury Road; and
WHEREAS, the properties are legally described as:
Lot 1, Block 1,Behringer's First Addition, Lot 1, Block 1, Canterbury Amp Addition, and
Lots 1 and 2, Block 2, Canterbury Amp Addition, Scott County, Minnesota; and
WHEREAS, notices were duly sent and posted, and a public hearing was held before the
Planning Commission on January 8, 2026, at which time all persons present were given an
opportunity to be heard; and
WHEREAS, the Shakopee City Council approved Ordinance O2024-004, creating an
Entertainment Overlay Zone; and
WHEREAS, the proposed signage is in keeping with that Ordinance; and
NOW, THEREFORE BE IT ORDAINED, that the Planning Commission of the City of ,
that the properties listed above is hereby approving signage as proposed for the Mystic Lake
Amphitheater (formerly known as Canterbury Amphitheater), subject to the following conditions:
1. The proposed application is consistent with Section 151.048 K.8.b. of the City Code.
2. The applicant shall obtain all necessary sign permits for the proposed signage, which shall be
consistent with the submitted plans dated 11/05/25.
3. Show the proposed signs locations adjacent to Canterbury Road and Barenscheer Blvd, and
Unbridled on a survey drawing, including all existing easements. Signs are not permitted
within any easements.
4. Shakopee Public Utilities has a 12" watermain in the vicinity of the proposed
freestanding/monument sign location at CR 83. Show the sign on a survey drawing including
all utilities and easements. The freestanding/monument sign shall not be permitted within SPU
easement (10 feet on either side of the watermain).
