Background Annually the City Council adopts a fee schedule by ordinance for the current year. The fee ordinance includes the fees for all licenses and permits issued within the City of Shakopee as well as other categories of revenue. Department heads have been asked to re- examine their fees and make appropriate recommendations for adjustments to the City Council. A summary of those recommendations follows. In the proposed Fee Schedule the 2012 column details the existing fees. The 2013 column reflects, in red print, any recommend changes. A public hearing notice is placed in the city legal newspaper each year advising the public when city council will be adopting its fee schedule. Fees relating to planning issues require a public hearing and other city fees do not require a public hearing, but the approval of the fee schedule covers all fees. The changes in the attached schedule reflect these recommendations. During 2013 the City will be reviewing the fee schedule in total to develop fees that are truly reflective of the current costs of service. As the fees (by category i.e., Inspections, administration) are updated, the new fees will be presented and discussed with Council. Following this process Council will be asked to amend the 2013 Fee Schedule with any specific changes. Per discussion with the City Attorney, a public hearing will not be required to address these changes. Recommendation After hearing any comments from the public in attendance, Council is asked to adopt the fee ordinance as proposed. C. Recreation Program Fees Recreation program participants are charged fees to cover costs associated with the program.
