SUBJECT: Applications for Massage Therapy Business Licenses and Massage Therapist Licenses (F)
Action Sought
City Council is asked to consider the applications for massage therapy business licenses and massage therapist
licenses.
Background
On September 4, 2012, the City Council adopted Ord. No. 860, requring massage therapy businesses and massage
therapists to be licensed.
Rochelle Baumann has made application for a massage therapy business license and a massage therapist license to
practice massage therapy out of her home at 231 Shakopee Avenue West. In 2004, Ms. Baumann was granted a
home occupation permit for a massage therapy business.
Jennifer Friesen has made application for a massage therapy business license and a massage therapist license to
practice massage at 287 South Marschall Road, Suite 205A.
Erin McGlumphy has applied for a massage therapist license to practice massage at iZen Spa, 1667 17th Avenue
East, Suite 107.
During the customary background investigation, the Police Department has learned of nothing that would prevent
the issuance of the licenses.

Recommended Action
1. Approve the applications and grant a massage therapy business license and a massage therapist license
to Rochelle Baumann, 231 Shakopee Avenue West.
2. Approve the applications and grant a massage therapy business license and a massage therapist license to
Jennifer Friesen, 287 South Marschall Road, Suite 205A.
3. Approve the application and grant a massage therapist license to Erin McGlumphy, 1667 17th AVenue East,
Sutie 107.
