Action Sought
The City Council is asked to authorize the promotion of Jean Link to the position of Police Records Specialist
effective January 14, 2013.
Background
The Police Department's 2013 operating budget includes funding for the promotion of one of the Department's four
Records Technicians to the more senior Records Specialist classification. The Police Civil Service Commission has
conducted the necessary testing to establish an eligible register of candidates. The following names are the top
candidates currently listed on the eligible register, presented in alphabetical order.
• Jennifer Bisek
• Jean Link
The Civil Service Commission traditionally forwards the top three names on the eligible register to the Appointing
Authority (City Council), however, in this case there were only two applicants who successfully completed the
testing process.
Recommendation
Chief Tate recommends that Jean Link be promoted to the position of Police Records Technician. Ms. Link's
promotion would be effective January 14, 2013 and she would be placed at Step B of Grade 4 of the City's 2013
Non -Union Pay Plan, which is the first step of the Records Specialist pay grade that provides for a wage increase
over her current rate of pay.
Budget Impact
The cost difference for the City between a Police Records Technician and a Police Records Specialist is
approximately $2,500 per year. Funding for this promotion was included in the Police Department's adopted
budget for 2013.

This item relates to Goal E: Deliver effective and efficient public services by a staff of well - trained, caring and
professional employees.
Requested Action
If the Council concurs, it is asked to offer a motion to promote Jean Link to the position of Police Records
Specialist, at Step B of Grade 4 of the City's 2013 Non -Union Pay Plan, effective January 14, 2013.
