Background On May 1, 2012, City Council authorized an extension agreement with WSB & Associates, Inc. for design and survey services for the Valley View Road Improvement Project No. 2012 -7. The project design is nearly completed and additional services are needed to complete the right of way acquisition and coordination with Scott County's CSAH 17 project. Per the attached agreement, preparation of easement description for right of way acquisition was not included in the original extension agreement. The cost for this task is estimated at $5 Also with the County's design plans, and to utilize the Federal funds to the fullest, portions of Valley View Road can be done by the County as shown on the attached drawing. To incorporate the City's plans into the County's plans will involve additional engineering work by WSB. The cost of this task is estimated to be $8,750.00. Total additional cost for additional engineering services is $14,500.00. The City will save significant cost by utilizing the County's federal funding which is estimated to be $230,000.00. Recommendation Staff recommends authorizing the appropriate City Officials to execute the amendment to the extension agreement with WSB & Associates Inc. to provide additioanl engineering services for the Valley View Road Improvement Project No. 2012 -7 so the right of way acquisition can be completed and for coordination with the County to use Federal Funds on Valley View Road. Budget Impact The cost of the amendment to the contract will be a project cost and will be funded by a combination of CIF and assessments. Relationship to Vision This supports Goal E - delivers effective and efficient public services by a staff of well - trained, caring, and professional employees. (WSB) is pleased to submit the following contract amendment for the final design and survey services for the above - listed project. Please see the attached figure for a layout of the project area. As you have requested, we have developed the attached Exhibit A - Scope of Services that are to be amended into the previously approved contract for the final design and topographic (topo) surveying and construction staking for the construction of Valley View Road from Evergreen Lane to Sarazin Street. It is our understanding that the County will be acquiring the property west of CSAH 17 and the city will be acquiring the property east of CSAH 17. It is also understood that a significant portion of the project will be shifted from the city plan set to the County's plans to take advantage of potential unused Federal Funding on the County project. This work will also include the splitting of the already tabulated quantities and coordination with Scott County. Payment for services would be completed as listed below and according to our agreement for professional services with the City of Shakopee and Section I -C -2 (major projects). Our additional final design cost not to exceed $14,500 includes the shifting of the planned city work from CSAH 17 to the Betaseed Driveway along with Betaseed's driveway into the County plans, revising the city plans to reflect this shift of work, revised quantity tabulations, revised engineers estimate and property drawings with descriptions for property acquisition purposes for both the County and City. EXHIBIT A - SCOPE OF WORK VALLEY VIEW ROAD EXTENSION CONTRACT AMENDMENT PROJECT UNDERSTANDING WSB & Associates, Inc. (WSB) proposes to provide professional design and survey services for the above - listed project that will involve the following work: • Three (3) parcel drawings with descriptions for the west leg of Valley View Road for Scott County acquisition. • Two (2) parcel drawings with descriptions for the east leg of Valley View Road for City Acquisition • Shift Valley View Road west leg construction from CSAH 17 to Betaseed driveway access into County Plans. Requires both city and county plan revisions. • Shift Betaseed driveway work into County plans. Requires both city and county plan revisions. • Revise both county and city quantity tabulations to reflect work shift in both plan sets. • Shift sanitary sewer and water main work from CSAH 17 to Betaseed driveway into county plan set to match roadway construction work shift. • Revise erosion control quantities to reflect shifting of work from city to county plans. • Other miscellaneous plan modifications to address the transfer of work from city to county plan sets. • Revised specifications as required to address work transfer between plans. SCOPE OF SERVICES The tasks to be completed are shown below: Task 1— Project Management This task will consist of management and administration of the project team, as well as project coordination and communication with Scott County, MnDOT, Shakopee Public Utilities (SPUC), and the City of Shakopee to address the transfer of work between plan sets. WSB will attend one additional meeting and coordinate with Scott County, MnDOT, SPUC, and the City of Shakopee to discuss and review the project. Task 2 — Final Design and Plan Preparation WSB will revise both the city and county plan set to reflect transferring construction plans from the city to the county plan set for Valley View Road west leg from CSAH 17 to Betaseed driveway including the new driveway access to Betaseed. WSB will adjust the quantity tabulations in both plan sets to reflect the work transfer as well as revising the associated construction cost estimates. WSB will make appropriate changes based on any review comments. Task 4 — Specifications WSB will revise the specifications to reflect the transfer of work from the city's plans to the county's plans. Task 5 — Engineer's Cost Opinion WSB will revise both the county and city estimated quantities and fmal construction cost opinion based on quantities generated as part of the preparation of the revised final construction plans. Costs will be split by funding source (including pro rata of lump sum items or other percentage splits). WSB will identify pay items per the City policies and procedures. Task 6 — Easement Descriptions and Parcel Drawings WSB will prepare three (3) property descriptions and parcel drawings for the west leg of Valley View Road for Scott County's use for acquiring these parcels necessary for the roadway improvements. WSB will also revise the previously prepared parcel descriptions and parcel drawings from the two (2) parcels to reflect the alignment adjustments for the east leg of Valley View Road for the city's use in acquiring these parcels.
