Call to Order The meeting was called to order at 7:04 p.m. 2. Roll Call Commissioners present: Chair Forsythe, Weiler, Sandhu, Reding, Robbins Absent: Sepulvado, Ranua 3. Approval of Agenda Motion to approve the agenda as presented. Seconded. Vote: Motion carried. 4. Recognition of Interested Citizens No one spoke. 5. Consent Agenda A. 2026 Meeting Dates and Deadlines Motion to approve the consent agenda. Seconded. Vote: Motion carried unanimously. 5A. Public Hearing—Annexation, MUSA Expansion, and Comprehensive Plan Map Amendment Actions: Recommendations to City Council A. Open Public Hearing Motion to open the public hearing. Seconded. Vote: Motion carried. B. Staff Report Staff presented the annexation request and related comprehensive plan map amendments, including MUSA expansion and guiding adjustments. C. Public Comment Don Conway (Shakopee) spoke regarding construction/grading impacts near his property, erosion concerns, and home spacing/fire concerns. Staff described typical construction coordination and noted improved fire response capacity beginning January. D. Close Public Hearing Motion to close the public hearing. Seconded. Vote: Motion carried. E. Commission Recommendations 1. Resolution R2025-132 (Annexation)— Motion to recommend approval to City Council. Seconded. Roll Call Vote: Forsythe—Yes; Weiler—Yes; Sandhu—Yes; Reding—Yes; Robbins—Yes. Motion carried 5-0. 2. Resolution R2025-133 (Comprehensive Plan Map Amendment/ MUSA) — Motion to recommend adoption to City Council. Seconded. Roll Call Vote: Forsythe—Yes; Weiler—Yes; Sandhu—Yes; Reding—Yes; Robbins—Yes. Motion carried 5-0. 5B. Public Hearing—Zoning and Preliminary Plat: Green View & Scott County Facility Actions: Recommendations to City Council A. Open Public Hearing Motion to open the public hearing. Seconded. Vote: Motion carried. B. Staff Report Staff presented proposed zoning actions for the Scott County Emergency Communication Facility site and the Green View subdivision, including PUD zoning and preliminary plat. The proposal included 193 single-family lots and open space/trails. C. Applicant Presentation Joe Jablonsky (Lennar) provided phasing/timeline expectations and estimated home pricing ranges. D. Public Comment None. E. Close Public Hearing Motion to close the public hearing. Seconded. Vote: Motion carried. F. Commission Recommendations 1. Ordinance 02025-025 (Agricultural Preservation—Scott County Facility)— Motion to recommend adoption to city council. Seconded. Motion carried 5-0. 3. Resolution R2025-134(Preliminary Plat—Green View)— Motion to recommend adoption to city council. Seconded.
