Unanimously approved.
5. General Business
5a. PUBLIC HEARING: Zoning Map Amendment and Preliminary & Final Plat for
Elliana Estates
Commissioner Robbins made the motion to open the public hearing, seconded by
Commissioner Ranua. Passed unanimously.
Staff presented the rezoning and preliminary plat. Staff have worked with the developer
and its engineer for a two -cul-de-sac development with a through road in the middle.
They are preserving many of the large trees and a wetland. Trails will connect to CH 83
and to the adjacent city trail in the subdivision. The developer cannot meet the tree
preplacement requirements on site and will be paying into the tree fund for any
additional caliper inches that can't meet on site.
Rick Osberg from James R Hill Engineering presented, representing the development
and 1010 Homes. It was a very difficult project to try and preserve trees and to also
preserve the wetlands. They also have to meet the three -unit density requirement set by
the Met Council. Received all the city comments and resubmitted to meet all the
comments. 590 inventory trees, 6300 caliper inches. 45% were damaged or ash trees
or those not included as desirable. Commissioner Robbins asked the developer what
homes ales prices would be. The developer responded that they are building in
Whispering Waters. They would be similar in price, $750,000-$900,000. He is working
on building a model first but would have people moving in 2026 and hopefully sold out in
2027/2028. Commissioner Ranua asked if they could remove one lot to save more
trees and staff responded that they were right on the line for the minimum density of 3
DUA.
Valleycrest neighbor north of lot A was worried about tree removal for the drainage
basin. Currently, showing trees in the drainage and utility easement. Engineer said
they could move some of the trees back closer to the homes but can't put them in the
drainage basin.
Just north of Oulot A and see if trees could be placed along the trail area.
Where would construction traffic come in? Staff said they would come through Thrush
since they can't access off of Mytic Lake but once construction starts that will be closed
off. Possibly use Mystic Lake for removal of access. Ranua asked if lots could be
adjusted for tree placement.
Commissioner Sepulvado asked about the neighborhood meeting. Two families
attended and supported the project. Propel 500 feet from the property line were invited.
Commissioner Robbins said he was gratified to hear about all the efforts made to make
this a good project and saving as many trees. Homes look wonderful.
First motion, amending the zoning map by Robbin to recommend to the city council the
Ordinance rezoning from AG to Urban Residential R1 B. Commissioner Ranua
seconded. Passed unanimously
Commissioner Sepulvado recommended approval to the city council of the preliminary
and final plat of Elianna Estates. Seconded by Commissioner Ranua. Passed
unanimously.
6. Other Business — Tour of the community following our short meeting.
8. Motion by Commissioner Sepulvado and seconded by Commissioner Robbins
to Adjourn to August 7, 2025 at 6:00 p.m. Passed unanimously at 7:34 PM.
