III for Ryan Halverson and Cristian Diaz DATE: August 4, 2004 INTRODUCTION: This agenda item is to request Council consideration on promoting Ryan Halverson and Cristian Diaz from Engineering Technician II to Engineering Technician III. BACKGROUND: Per the Personnel Policy, Section VIII Appointments, a Department Head can request a promotion of employees if they are meeting the requirements of the additional position. In the Engineering Department, the City does have two Engineering Technician II that have been performing at a level higher than their current position and meeting the requirements of an Engineering Technician III. Ryan Halverson has been working for the City full-time since September 11, 2000, and previously was an intern for three years prior to that full-time employment. It is anticipated he will be a graduate Civil Engineer from the University of Minnesota in December, 2004. During the past four years Mr. Halverson has inspected Prairie Village 4th, 5th and 6th Additions, Pheasant Run 3rd thru 8th Additions, Greenfield, Thomas Phillip, Monarch Estates, Wyndam Ponds 1st and 2nd, Dublin 4th, 17th Avenue and Independence Drive, Southern Meadows, Savannah Oaks 3rd and 4t\ Brittany 5th and the Classics Southbridge 2nd and 3rd. Design projects also include Lions Park Parking Lot, Vierling Drive Trail and he has drafted plans for Weinandt Acres 1 st Addition, Boat Landing and Skateboard Park. Other duties that Ryan Halverson has performed includes map updates, assessment rolls, building permits review for the Engineering Department, creating drafting standards, feasibility studies with cost estimate quantities and provides services at the counter for the public. In essence, Mr. Halverson is meeting requirements of an Engineering Technician III job duties and is recommended to be promoted to this level. Cristian Diaz is a graduate from a technical engineering school in Guadalajara, Mexico in May of 1999. He has worked for two years as a grading contractor/project manager, three months internship in Scotland and has been employed by the City of Shakopee since February, 2002. His years of experience and his degree does qualify him for an Engineering Technician III position. Mr. Diaz has done project inspections on C.R. 83/C.R. 16 Project, Riverside Grove 1 st and 2nd Additions, Southbridge Crossings East, ACC 2nd, Westchester, Dean Lakes public and private projects, Soccer Complex and Church Addition.. He has designed the Soccer Complex, as well as done review of plans and specifications for Riverside Fields 2nd, and prepares graphic illustrations as needed for Council agendas and other department needs. He has performed preliminary assessment rolls for Prairie View Addition and Holmes Street Bituminous Overlay projects and has done building permit review in the past. In review of the Engineering Technician III job description, Mr. Diaz is meeting or exceeding the requirements of that job description. Previously in 2000 and 2001, the Engineering Department had several employees leave for other jobs primarily for more money due to demand for engineers and technicians in the Civil Engineering field. In late 2001, the City's pay plan was redone to address pay for all City positions. After September 11, 2001, the economy has slowed down and the demand for engineers and technicians also has reduced. The economy is growing again and the demand for engineers and technicians particularily with 3 to 5 years of experience has greatly increased. Staff has seen and heard of more job openings with consultants and other cities in the metro area at this time. With an improving economy, the demand for engineers and engineering technicians has increased. In order to retain employees who have obtained a number of year's experience and are "marketable", these promotions are being requested. Also, it needs to be emphasized that these employees are performing at the Engineering Technician III level and should be promoted to this level regardless of the market demand. Budfet Impact: Mr. Halverson is currently at the top step of the Engineering Technician II pay grade and Mr. Diaz, on August 4th, will be at the second to the highest step. In review of the step increases to the next level and review of other Engineering Technician III jobs in the surrounding Metro area, staff is recommending that both Mr. Halverson and Mr. Diaz be placed at Step D of Grade 6 for an Engineering Technician III. Staff is proposing salary increases at this level, in order to stay competitive and to retain these employees as long as possible. The budget impact for 2004, by promoting these employees is $3,150. These additional funds would have to come from the Engineering budget either from existing funds or a budget amendment from engineering fees. ALTERNATIVES: 1. Approve a motion to promote Ryan Halverson to Engineering Technician III at Step D, of Grade 6 in the City's Non-Contract 2004 Pay Plan. 2. Approve a motion promoting Cristian Diaz to Engineering Technician III at Step D, of Grade 6 in the City's Non-Contract 2004 Pay Plan. 3. Do not promote Ryan Halverson at this time. 4. Do not promote Cristian Diaz at this time. 5. Table for additional information. RECOMMENDATION: Staff recommends Alternative No. 1 and 2 to promote both of these employees to Engineering Technician III level. ACTION REQUESTED: 1. Position involves assisting other technicians with engineering surveys and inspections, learning the use of technical instruments, and performing some drafting and design work of a routine nature. Upon initial employment, work is performed under close supervision of the Assistant City Engineer; however, once knowledge is gained through experience, the degree of supervision lessens. ESSENTIAL DUTIES AND RESPONSffiILITIES include the following. Performs field inspection on projects, as assigned by supervisor, insuring that the contractor conforms to specifications, special provisions and plans. Performs survey work under supervision, learn and operate technical engineering instruments. Compiles as-built notes and field sketches to incorporate in record plans. Performs the preparation of plans, maintenance of maps and other information in a manner that will insure that plans and maps are accurate and complete. Prepares prints of plats, maps and plans. Learn and perform manual and computer drafting and design work under close supervision, such as plotting, cross sections, transporting field topography notes, computing various quantities and drafting plan sheets. Performs other duties as assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Position involves field or office duties including development of engineering plans and specifications, surveying, engineering inspections and construction liaison, building permit review, report preparation and investigations. Work may include responsibility for assisting in training or overseeing the work of other technical engineering personnel. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Performs project inspections to insure compliance with plans and specifications. Coordinates with contractors including the preparation oflayout and drawings, staking projects, interpreting plans or drawings as necessary, and making notes on the progress of the work and materials used. Assists in the preparation of preliminary and final engineering plans as directed for various municipal projects with computer-aided design software and drafting techniques. Involves researching field notes, developing survey and legal description information, making layouts, drawing preliminary plans, calculating quantities and estimated costs, and preparing final construction drawings. Acts as liaison between the contractors and the City Engineer. Accompanies survey crew in field to locate grading markers or to collect data required for revision of construction drawings. Reviews plans and specifications submitted by developers or consultants for conformance to design criteria. Maintains updated as-built information on city infrastructure. Prepares graphic illustrations for all city departments, City Councilor other Commissioners. Handles all tasks related to preparation of assessment rolls including apportionment of assessment upon subdivided land, determination of property owners, amount to be assessed, amount of frontage, area, etc. Provides information and service to the public. Includes answering questions concerning public works projects and facilities. Undertakes engineering studies under the direction of the Public Works Director/City Engineer and other duties as assigned.
