SHAKOPEE Agenda Item: Prepared by: Reviewed by: Shakopee Economic Development Authority February 4, 2026 Approval of 3 year Lease Amendment Agreement for Z Dress Michael Kerski, Planning and Development Director Michael Kerski 4.a Action to be considered: Approve lease extension with new rates Motion Type: Simple Majority Background: Z Dress is located at Suite 265 River City Centre 1st Ave E. , and occupies approximately 1,320 square feet of space. Z Dress is operated by Anab Ali and her LLC operating entity is Bilkhery Boutique Fashion, LLC. Anab Ali has been working with Lee Hall of Scott County CDA's NEXT program and last year developed a business plan and cash flow projections. They have been operating the business for approximately the past 12 months on a trial basis of one year from the lease period of February 1, 2025, through January 3, 2026. They sell women's dresses, accessories, rugs and assorted goods catering to their clientele. Anab Ali presented her new business plan to City staff and discussed plans to increase business Sales have increased at Z Dress since their one-year trial lease began. They are current on their lease obligation and have remained so since it began. The one- year trial lease was at a rate of $18.00 per sq. ft. They would like a new 3 -year lease effective for the period of February 1, 2026 through January 31, 2029. Staff is proposing Bilkhery Boutique Fashion, LLC to operate Z Dress in Suite 265 for a three-year period at the following proposed lease rate: Proposed Lease - Z Dress Suite 265 (Bilkhery Boutique Fashion, LLC) Period Annual Base rent, per square foot Square Feet Monthly Base Rent Annual Rent 02/01/26 - 1/31/27 $18.25 1,320 $2,007.50 $24,090.00 5 02/01/27- 1/31/28 $18.50 $24,420.00 02/01/28- 1/31/29 $18.75 $24,750.00 1,320 1,320 $2,035.00 $2,062.50 Recommendation: Approve a three year lease extension with Bilkhery Boutique Fashion, LLC doing business as Z Dress at the new rates.
