Craig Robson ~ SUBJECT: Dakota County Receiving Center Contract DATE: July 30, 2004 INTRODUCTION: The Police Department is requesting approval to enter into a contractual agreement with the Dakota County Receiving Center for transportation services. BACKGROUND: Each county within the state is statutorily mandated to provide detoxification services. Prior to July 1, 2004 Dakota County Receiving Center held a joint contract with the law enforcement agencies of Scott County and Dakota County for their services. This contract included detoxification and transportation service. Today this contractual arrangement no longer exists, yet the police department continues to require detoxification services to efficiently provide services and to meet the state's mandate. Other options for detoxification services include the American Indian Housing and Community Development Corp., in Minneapolis; the Brown County Detoxification Center in New Vim; and Missions detox. center in Plymouth. These facilities do not offer transportation services. Costs associated with these facilities would increase, as police personnel would be required to provide transportation. In the best-case scenario, officers would spend a minimum of two additional hours unavailable for Shakopee calls for service. BUDGET IMPACT The Shakopee Police Department used the services of the Dakota County Receiving Center thirty six times in 2003. Previously the contracted amount for transportation services was $55. The proposed agreement is $60. Money has been budgeted and is available to pay for this service. ALTERNATIVES 1. Authorize appropriate City officials to enter into a contractual agreement for transportation services with Dakota County Receiving Center. 2. Reject the police department's request to enter into a contractual agreement for transportation services with Dakota County Receiving Center. 3. Table the request for more discussion. RECOMMENDATION: Staff recommends approving the police department's request to enter into a contractual agreement with the Dakota County Receiving Center for transportation services. ACTION REQUESTED: If council concurs, they should by motion. authorize, appropriate city officials to enter into a contractual agreement with the Dakota County Receiving Center for transportation services to their facility. AGREEMENT This agreement covers transportation to the Hastings detox from purchasers locations for a fixed fee as described below: PROVIDER: Dakota County Receiving Center Inc 1294 E 18th St, Bldg #2 Hastings, MN 55033 651-437-4209 PURCHASER: City of Shakopee Police Department 475 Gorman Street Shakopee,MN. 55379 952-233-3810 Provider agrees to provide one-way transportation to or from Detox at 1294 18th StEast Bldg #1, Hastings, MN and the following Purchaser's locations: NAME ADDRESS CITY,ST A TE,ZIP 1. Shakopee Police Department; 475 Gorman St., Shakopee, MN. 55379 2. Scott County Jail; 428 Holmes St., Shakopee, MN. 55379 3. St. Francis Hospital; 1455 S1. Francis Ave., Shakopee, MN. 55379 4. Various mid-point locations between Detox and the City of Shakopee as arranged ad- hoc. Purchaser, upon written invoicing by the Provider, agrees to pay sixty($60) for each client transported. Payment shall be made no later than thirty (30) days after billing. Invoicing shall be made to Purchaser in a manner similar to that for detox services plus the referring officers name and agency. However, this agreement may be terminated with or without cause by either party giving the other party seven (7) days advance written notice.
