Extension Agreement for Engineering Services
Associated with the Design of Outlet Structures for the
Dominion Hills Area

INTRODUCTION:
Attached is an extension agreement from WSB & Associates, Inc. to provide construction
surveying and engineering services associated with the design of outlet structures for the
Dominion Hills Development.
BACKGROUND:
The Dominion Hills storm sewer improvements have been identified in the City's Storm
Water Management Plan and are included in the Capital Improvement Plan. These
structures will control runoff rates from the bluff areas south of Valley View Road into
the Pheasant Run drainage system.
Staff is recommending that WSB & Associates be authorized to provide construction
surveying and engineering services associated with the design of outlet structures for the
Dominion Hills Development.
AL TERNATIVES:
1. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. to provide construction surveying and engineering
services associated with the design of outlet structures for the Dominion Hills
Development.
2. Do not enter into an extension agreement with WSB & Associates, Inc.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1.
ACTION REQUESTED:
Offer a motion authorizing the appropriate City officials to execute an extension
agreement with WSB & Associates, Inc. to provide construction surveying and
engineering services associated with the design of outlet structures for the Dominion
Hills Development.

Dear Mr. Loney:
According to our Agreement for Professional Services with the City of Shakopee and Section I-C-2
(Major Projects), this extension agreement is written to provide for construction surveying and
engineering services for the above-referenced project.
Weare pleased to submit to you this proposal to provide professional services associated with
providing outlet recommendations for the ponding areas located within the Dominium Hills
Development. The proposed project area is shown on the attached figure, along with the ponding
areas proposed to be included into this proposal. The tasks anticipated to be completed and the
project schedule is proposed as follows:
I. Collect Background Information
We anticipate utilizing the newly developed 2-foot topographic mapping from Scott
County to determine: the available storm water storage within each ofthe basins located
within the Dominium Hills Development. In addition, WSB & Associates, Inc. will use
GPS survey equipment to establish the adjacent low-building elevations of adjacent
structures and the existing overflow elevations and potential future overflow elevations for
each of the ponding areas. This survey work will also include the establishment of
benchmarks. within the project area to facilitate future construction of the proposed outlet
improvements.
We anticipate mailing a letter to each of the property owners within the Dominium Hills
Development notifying them of the presence of the survey crews and the activities
anticipated to be undertaken within the development over the next several months.
Anticipated cost to complete this task: $4,480
II. Prepare Outlet Recommendations
WSB & Associates, Inc. proposes to prepare recommendations for each pond outlet based
4150 Olson on the existing available storage, the adjacent low building elevations, and the possible
Memorial Highway run-out elevations from each pond. Furthermore, WSB & Associates, Inc. will modify the
existing hydrologic model for the area to include the proposed improvements to the outlets
Suite 300 from the ponding areas within the Dominium Hills Development area. As part of this task,
Minneapolis we anticipate holding on~ neighborhood meeting and one presentation to the City Council
Minnesota in regard to the improvements to the Dominium Hills ponding areas. This task will include
details for each of the proposed outlets and their locations.

III. Prepare Final Plans and Specifications
WSB & Associates, Inc. proposes to prepare construction plans, specifications, and bid
documents for the recommended outlet structures. In addition, this task also includes
providing construction plans for the construction of debris catchers proposed to be placed
upstream of the existing culvert crossings at Valley View Road. These.structures will
catch large items of debris prior to the culvert inlets. They will help to reduce the potential
for these culverts to be plugged during large rainfall events.
Anticipated cost to complete this task: $3,450
IV. Construction Services
WSB & Associates, Inc. proposes to provide construction survey and on-site inspection as
necessary to complete the installation of the proposed recommended outlets into each of
the ponding areas within the Dominium Hills Development.
Anticipated cost to complete this task: $4,810
We anticipate the total cost of this project to not exceed $17,000.
The City of Shakopee agrees to reimburse WSB & Associates, Inc. for these services in . accordance
with Section IV ofthe Agreement for Professional Services.
