CITY OF SHAKO PEE Memorandum TO: Mayor & City Council mr Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Consider Approving Plans and Ordering Advertisement for Bids for Pheasant Run Storm Sewer Replacement Project, Project No. 2003-6 DATE: August 17, 2004 INTRODUCTION: Attached is Resolution No. 6101, which approves the plans and specifications and authorizes staff to advertise for bids for the Pheasant Run Storm Sewer Replacement Project, Project No. 2003-6. Also attached is a memo to Council dated June 17, 2003 giving a little more background on the project, a memo from WSB & Associates, Inc., a letter to the residents in the area and a preliminary set of plans BACKGROUND: On June 17, 2003, Resolution No. 5903, ordering the improvement project and the preparation of plans and specifications for the Pheasant Run Storm Sewer Replacement Project was adopted by the City Council. The project consists of up sizing storm sewer in the Pheasant Run Development to increase the capacity ofthe system. It is staff's intent to request plan approval and authorize advertisement for bid and have Council consider the bids at its September 7, 2004 City Council meeting, in order to complete construction this year. ALTERNATIVES: 1. Adopt Resolution No. 6101, A Resolution Approving Plans and Specifications and Ordering Advertisement for Bids for the Pheasant Run Storm Replacement Project, Project No. 2003-6. 2. RESOLUTION NO. 6101 - A Resolution Approving Plans And Specifications And Ordering Advertisement For Bids For The Pheasant Run Storm Sewer Replacement Project Project No. 2003-6 WHEREAS, pursuant to Resolution No. 5903. adopted by City Council on June 17, 2003, Bruce Loney, Public Works Director has prepared plans and specifications for improvements to the Pheasant Run Storm Sewer Replacement and any appurtenant work and has presented such plans and specifications to the Council for approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. Such plans and specifications, a copy of which is on file and of record in the Office ofthe City Engineer, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. Previously, you have been contacted by City staff in regard to a storm sewer replacement project off of Mathias Road, west of Pheasant Run Street and also on Quail Drive, west of Pheasant Run Street for the storm sewer connecting ponds and outlets of ponds to the City storm sewer system. The existing storm sewer pipe in this area has been determined to be under sized and needs to be enlarged to provide additional capacity in this area. The City will receive bids in September. The City will analyze the bids to deteinline if the project should be constructed this year or ifit is cost effective to rebid the project over the winter and construct it in the spring. If you have any questions in regard to this project, prior to the Council meeting, please feel free to call Jeff Weyandt, Assistant City Engineer at (952)496-9665. CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Puhlic Works Director SUBJECT: Consider Preparation of Final Plans for Pheasant Run Storm Sewer Replacement DATE: June 17, 2003 INTRODUCTION: This agenda item is for City Council to consider ordering plans and specifications to be prepared for storm sewer replacement in the Pheasant Run Subdivision. BACKGROUND: Pheasant Run Subdivision have been completed and nearly fuily developed. This subdivision has 160 acres of drainage in the subdivisions 'and an additional 160 acres of drainage.flowing through the Pheasant Run ponds from the Dominion Hills area. During the summer of 2002, staff had received inquiries as to the height of the pond levels on ponds near Mathias Road and Quail Drive. Upon field investigation and review of drainage calculations, staff authorized WSB & Associates to review the drainage systems in this area by modeling the storm water areas to the 100 year, 10 day snow melt event and the 100 year, 24 hour rainfall event. Also, WSB & Associates did surveying work on the stormwater system in this area for elevations and low building elevations of property. The result of the stormwater analysis in this area, which is attached, indicates that the existing storm sewer outlets from the pond south of Mathias Road to the pond north of Mathias Road and south of Quail Drive and the outlet from the pond to Quail Drive needs to be enlarged to provide the proper safety separation from pond high water level (HWL) to property for the 100 year, 10 day snow melt event. In this analysis it was found that the drainage area that was anticipated to flow to the west and to Beta Seed parcel could not be directed that way but must run into the Pheasant Run development as it currently did before development. Also, the developer's engineer did make a wrong assumption on the pipe size on the pond south of Quail Drive to the stann sewer system north of Quail Drive. Staff has done a preliminary design and cost estimate in replacing the storm sewer system, from the pond south of Mathias Road .to the " . . 4. Authorize the City Attorney to prepare a reimbursement agreement with Pheasant Run of Shakopee, Inc. for the reimbursement associated with the Pheasant Run stonn sewer replacement and authorize the appropriate city officials to sign the agreement. RECOMMENDATION: Staff recommends Alternative No. 1 and No.4, in order for staff to proceed with final plans with this project and to bring these plans back for City Council to approve. Staff would then advertise for bids and construct the project in the 2003 construction season. ACTION REQUESTED: 1. This review included an additional 160 acres of drainage area located south of Valley View Road from subwatersheds MP G 1- A through MPG 1- E being directed through the Pheasant Run p~mds. This drainage area was previously anticipated to flow west in the City's Comprehensive Storm Water Management Plan, but has been directed into the Pheasant Run Development. The existing outlets from Ponds I & 2 consist of 15" RCP outlets. The low-building elevations adjacent to Ponds 1 & 2 were anticipated to be at 834.2 and 833.8 respectively. The low building elevations and the elevation of the el11.ergency overflows from these ponds are based on the Pheasant Run grading plan dated February 5,1998, these elevations should be verified. Under existing conditions, the anticipated high-water levels are: 100- Year, 1 O-Day Runoff Event 100-Year, 24-Hour Event Pond 1 HWL - 833.6 Pond 1 HWL - 832.5 . Discharge - 26.9 cfs . Discharge - 6.8 cfs . Freeboard - 0.6 feet . Freeboard - 1.7 feet Pond 2 HWL - 832.6 Pond 2 HWL - 828.3 . Discharge - 25.2 cfs . Discharge - 7.4 cfs . Freeboard - 0.2 feet . Freeboard - 1.5 feet Two altematives have been evaluated to reduce the anticipated 1 OO-year high-water levels in Ponds 1 & 2. These altematives limit the discharge rate from Pond 2 to 25 cfs. This reduc.es the potential for any flooding downstream ofthe Pheasant Run Development. City of Shakopee A September 20, 2002 Page 3 Neither alternative provides thr~e feet of freeboard between the low-building elevation and the 100-year high-water level adjacent to Pond 1. Implementation of Alternative 1 would require the lowering of normal water elevations in both Ponds 1 & 2. The lowering of normal water elevation would change the elevation at which the 10: 1 bench should be set in each pond, and would require additional grading and restoration work around each pond to meet the expectation of the adjacent homeowners. Alternative 2 provides slightly less freeboard protection than Alternative 1, but would not require alteration of the normal water elevations of Pond 1 or 2 and could be constructed with a minimum of disturbance to the existing homeowners. Both alternatives provide 100- year flood protection to each ofthe adjacent properties with more than two feet of freebo ard.
