SUBJECT: Request of Independent School District 720 (ISD 720) for
Preparation of an Environmental Assessment Worksheet (EA W)
for a New High School
MEETING DATE: August 17, 2004
Introduction:
ISD 720 has made a request to have the City prepare an EA W for the site of the proposed
new high school. Signed copies of an environmental review reimbursement fonn, as well
as the $1,000.00 required by the City's fee schedule have accompanied the request.
It is proposed that WSB Engineering would prepare the EA W. For that reason, a second
requested action involves authorizing an extension agreement with WSB for completion
of the EA W. A copy of WSB' s proposal and the proposed review time1ine accompany
this report.
Alternatives:
1. Authorize the appropriate city officials to proceed with preparation of an EA W for the
proposed high school project located south ofTH169 and west ofCSAH 79.
2. Do not authorize the appropriate city officials to proceed with preparation of an EA W
for the proposed high school project located south ofTH 169 and west ofCSAH 79.
3. Table the matter for additional information.
Action Requested:
Offer and pass a motion authorizing the appropriate city officials to proceed with an
EA W for the proposed high school project located south of TH 169 and west of CSAH
79.
Offer and pass a motion to authorize the appropriate City officials to enter into an

Extension Agreement to Prepare an EA W for the High School Site
WSB Project No. 1281-71
Dear Mr. Leek:
According to our Agreement for Professional Services within the City of Shakopee, this
extension agreement is written to provide services for the above-referenced project.
We are proposing to complete this work on a cost-reimbursable basis as necessary in
accordance with the proposal dated August 9, 2004, with a maximum not-to-exceed cost of
$16,800. The City of Shakopee agrees to reimburse WSB & Associates for these services in
accordance with Section IV of the Agreement for Professional Services.
If this agreement meets with your approval, please sign below and return one copy to our
office.

Re: Scope of Services to Prepare an Environment Assessment Worksheet
New High School

Dear Mr. Leek:
As requested, please find outlined below a Scope of Services to prepare an Environmental
Assessment Worksheet (EA W) for the proposed new high school.
Task 1 - Project Management I Meetings
This task involves coordinating the activities of WSB Staff, City Staff, and the School
District and reviewing the information that is developed with appropriate City Staff and
Council members. This task also includes one meeting with City Council to review the
EAW.
Task 2 - Collect Background Information
Background information associated with the development of this property will be
collected from a variety of sources including the City, Minnesota Historical Society,
Pollution Control Agency, the Department of Natural Resources, the County, and the Soil
and Water Conservation District. This information will be reviewed and analyzed to
"address the environmental concerns of the project.
Task 3 - Identify Past Land Use and Existing Cover Types
Information from the City, agencies, and the School District will be reviewed to
determine past land uses within the site that may present environmental concerns such as
soil contamination. Any environmental impacts will be discussed within the EA W. The
existing and proposed cover types will be determined based on a field visit, aerial
photography, information from the school district, and the proposed development plans.
Task 4 - Ecological Review of Site
As part of this task, a site visit to the project site will be conducted. The purpose of this
site visit will be to evaluate the impact of the project on fish and wildlife habitat. This
field review will be discussed in the EA Wand the impact of the development on these
resources will be evaluated.
Task 5 - Evaluate Project Impacton Water Quantity and Quality
As part of this task, the water quantity and quality information for the site will be
analyzed. This will include analysis of existing and proposed discharge rates, volumes,
and anticipated impact on water quality. This analysis will be discussed in the EA W.

Task 6 - Address Erosion and Sedimentation Control Measures
The EA W will address erosion and sedimentation control measures to be taken during
and after construction of the project. The amount of soil to be moved or excavated will
also be discussed within the EA W. Information provided by the School District will be
reviewed and adjusted as necessary.
Task 7 - Evaluate Project Impact on Water Use and Wastewater
As part of this task, the impact of the development on wastewater and water use will be
evaluated. This evaluation will be discussed in the EA W.
Task 8 - Evaluate Impact on Traffic, Noise, and Air Quality
As part ofthis task, the impact of the development on traffic, noise, and air quality will
be evaluated and discussed in the EA W. A discussion of potential mitigating measures
will also be included in the EA W.
Task 9 - Identify Impact on Public Infrastructure
As part of the EA W, any new or expanded public services that will be required as part of
the project will be identified.
Task 10 - Evaluation of Cumulative Impacts
As part of this task, the cumulative impacts of the project on the surrounding area will be
evaluated.
Task 11 - Submit EAW and Respond to Comments
The EA W will be provided to City Staff and City Council for review. Once authorization
from the City has been received, WSB will distribute the EA W to the required agencies
and EQB Monitor for the 30-day review. WSB will follow-up with the EAW review
process and respond to comments generated by the public review process. Following
completion of the review process, we will present the [mdings of the EA W to the Council
and provide a recommendation relative to the need for an Environmental Impact
Statement (ElS). This task includes one meeting with the City Council.
The cost estimate to prepare the EA Was outlined above is estimated not to exceed $16,800. A
proposed project schedule is attached. The schedule is based on the assumption that
authorization to proceed would be given by August 17, 2004. Please call me at (763)287-7196 if
