SUBJECT: Police Patrol 2004/2005 Contract

INTRODUCTION:
The Council is asked to ratify proposed changes for a two-year labor agreement between
the City and Law Enforcement Labor Services Inc., representing the Police Officers.
BACKGROUND:
On December 31, 2003, a one-year contract expired for the labor union representing the
Patrol Officers ofthe Shakopee Police Department. Representatives of the union and
City have met since then, and have negotiated the following changes to the contract:
1. Duration - This will be for a two-year contract, commencing January 1,
2004, and ending December 31, 2005.
2. Wages - 2004 - 2% January 15t; additional 1 % July 1 st.
2005 - 2% January 1, 2005; additional 1% July 1, 2005.

3. Uniforms - 2004 - Additional $25 uniform allowance (to $650 annually).
2005 - Additional $25 (to $675 annually).
3. Court Time - Officers called into testify in court will receive 3 hours call in
pay, up from the existing 2 hours in the current contract.
4. Premium Pay -Investigator - increase $10 per month (to $190).
School Liaison Officer - to $125 per month, from current
$100 per month.
Establish Multi-Housing Officer - $75 per month.
BUDGET IMPACT:
The salary increases, uniform allowance change, and premium pay is either budgeted in
the 2004 City Budget, or will be made up through other parts of the Police budget, as a
result of unfilled personnel positions.
ACTION REQUIRED:
If the Council concurs, it should, by motion, authorize ratification of a labor agreement
between the City of Shakopee and Law Enforcement Labor Services, Inc., representing
the Police Officers, for the period January 1, 2004 through December 31, 2005.
