INTRODUCTION:
The Council is asked to consider ratification of a proposed two year agreement between
the City and Teamsters Local 320, representing the Shakopee Public Works employees.
BACKGROUND:
On December 31, 2003, a one-year contract expired for the labor union representing the
Public Works employees. Representatives ofthe union and the City have met, and
negotiated the following changes to the contract:.
A. Wages - An eight step payplan remains in place for the Mechanic,
Maintenance Operator, and newly negotiated Mechanic Apprentice
positions. The wages are a result of the average ofthe ten comparison
cities upon which the non-contract pay plan was based 2001; the ten
comparison cities form the "market" portion ofthat plan.
All Union members were guaranteed a minimum of a 2.5% increase (6
members had lump sums negotiated which, when added to. the
percentage increase, broughtthem to the minimum 2.5%.) Other
longer term employees had greater increases, so that the overall annual
cost of living adjustment averaged 4.81 %. That ranged from a
minimum of 1. 7% (without the signing bonus) to a high of 5.6%.
Following are the position titles and pay grades for the eight steps:

Apprentice
Two leadworkers were promoted in June to supervisory positions, and
are therefore out of the Union. However, they will receive a retroactive
cost ofliving increase from January 1 st through June 15th, consistent with the
wage rate negotiated for the Mechanics.
2. Two Year Contract - This is a two year contract, with the 2005 rates being
the greater of a 2.5% cost of living increase, or the same across-the-board
increase as might be granted non-contract employees.
3. Mechanics Apprentice - This is an entry-level position, which would be paid
on an 8-step plan, ranging from $15.075 to $18.831 per hour.
4. Language Changes - There are no language changes within the contract.
BUDGET IMPACT:
The lump sum and wage adjustments as negotiated amounts to $26,666. Monies are
provided in the 2004 budget for the adjustments, or will be made up as a result of
vacancies that exist currently within the department.
RECOMMENDATION:
I recommend that the two-year contract for the Public Works Union be approved.
ACTION REQUIRED:
If the Council concurs, it should, by motion, ratify the labor agreement between the City
of Shakopee and Minnesota Teamsters Public and Law Enforcement Employees Union
Local 320, effective January 1, 2004 through December 31, 2005.
