SUBJECT: Authorize the Advertisement for a Mechanic's Apprentice for the
Public Works Department

INTRODUCTION:
This agenda item is to request Council authorization to advertise for a Mechanic's
Apprentice position that was included in the 2004 City Budget.
BACKGROUND:
On April 6, 2004, City Council did approve of a job description for a Mechanic's
Apprentice in the Shop Division in the Public Works Department. Attached is the April 6,
2004 memo and job description. This position has not been advertised for, as the salary
level has not been determined until a Union contract has been approved by both the
Union and the City Council. The contract for 2004 is going to be reviewed and acted on
by the City Council at the September 7,2004 Council meeting. Included in this proposed
contract is a salary range for a Mechanic's Apprentice position. The eight step salary
range for the Mechanic's Apprentice position is $15.075 per hour up to $18.831 per hour
and would be eligible for over-time and full-time benefits. If the salary level is approved
with the Union contract approval, then staff is requesting authorization to advertise for
this position in the Public Works Department. Staff is intending on advertising the
position at Step 1, unless otherwise directed by City Council.
RECOMMENDATION:
Staff recommends that Council authorize staff to advertise for the hiring of a Mechanic's
Apprentice, as proposed in the 2004 City Budget, and as per the approved job description
approved on April 6, 2004.

SUBJECT: Approve the revised Mechanic's Apprentice Job Description

INTRODUCTION:
This item is to request council to approve the revised job description for the positiollof
Mechanic's Apprentice. Council discussed tIns item at the March 16, 2004 council
meeting.
BACKGROUND:
The 2004 budget, included in the Shop Division, a tlnrd full time mechanic to assist in the
maintenance of the mWlicipal fleet. At the March 16, 2004 council meeting, Bruce
Loney, Public W or1es Director presented the various options for council discllssion and
received direction to bring back the revised job description for council review and
approval. We continue to struggle with the job title. The Mechanics Assistant title that
was directed by the Council at the last meeting will create problems relating to
comparisons to other positions for pay in other cities. The Mechanics Helper title wasn't
acceptable to Council. What we propose instead is a "Mechanics Apprentic~"title.
Attached to this memo is the revised job description for the Mechanic's Apprentice
position. This has been reviewed by the City's Consultant Rod Kelsey, of Riley,
Dettman & Kelsey.
Mr. Kelsey suggests that ifthis is going to be an apprentice position it needst<rbe a
training position in order to advance. The apprentice would be required to pass certain
A.S.E. Certifications. The City of Coon Rapids requires the employee to pass 5 of the 7
A.S.E. Celiifications, and if council agrees, staff will put together a promotional program
similar to Coon Rapids.
AL TERNATIVES:
1. Approve the revised job description for Mechanic's Apprentice.
2. Do not approve the revised job description for Mechanic's Apprentice.
3. Table for additional information as directed by council.
RECOMMENDATION:
StaffrecOlmnends altemative #1.

Approve a motion to accept the revised job description for the Mechanic's Apprentice
position.

SUMMARY
Under the direction of the Shop Mechanics, the Mechanic Apprentice performs minor repair of
automobiles, police cars, trucks, heavy equipment, tractors, sweepers and all other equipment
maintained by the Public Works Department by performing the following duties,
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Performs limited mechanical work and equipment repairs as directed to keep the City's vehicle
fleet in safe and efficient working condition.
Operates a variety of hand, electric, welding and air-driven tools/equipment commonly used in
minor repair work.
Maintains shop equipment and tools in efficient and safe working condition,
Maintains maintenance records and inventory as required by the department.
Picks up parts and materials and runs other errands as directed.
Performs limited building maintenance and good-housekeeping practices, to assure the shop is
maintained ina clean and safe condition.
Performs other duties as apparent or assigned to assist the operation of the Public Work
Department.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty
satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or

EDUCATION and/or EXPERIENCE:
High School diploma or equivalent, supplemented by courses in automotive, truck and small
engine repair and maintenance. One-year mechanical experience with vehicles, small engines
and/or heavy equipment.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals.
REASONING ABILITY
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
The ability to understand the desired end product of a job assignment, assuring the most efficient
and effective result and completion of the task.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of valid Minnesota Commercial Drivers License with Tanker and Air Brake
Endorsements within six months of hire.
OTHER SKll.LS AND ABILITIES
Knowledge of standard practices, methods, tools and equipment used in the automotive repair
trade. Working knowledge of the operation and care of internal combustion engines and
hydraulics. Ability to operate all equipment maintained by the department to standards which
provide knowledge about the performance and required maintenance level of the equipment.
Ability to maintain computerized records. Ability to complete tasks assigned in a timely manner.
Ability to communicate effectively.
