SUBJECT: Authorize Additional Surveying for the
Dean Lake Control Structure and Channel
Improvement Project

INTRODUCTION:
Attached to this memo is an extension agreement with WSB & Associates, Inc. to
perform additional surveying on the Dean Lake Outlet Channel for additional information
in determining the final design and location of the Dean Lake Control Structure.
BACKGROUND:
On September 21, 1999, Resolution No. 5236 was adopted and a feasibility report was
prepared for the improvement of the Dean Lake Outlet by installation of a control
structure. This report was received by the City Council on that date and preparation of
plans and specifications were ordered for Project No. 1999-8. WSB & Associates, Inc.
was authorized to perform this work. A preliminary design has been completed with
questions on the exact runoff elevation and how the control structure would function with
Dean Lake. Staff has collected data on elevations and also water quality studies to
provide more information on the performance and the. functioning of Dean Lake with the
hydrology in the area. Staff has received a DNR permit for the construction of a control
structure at a runoff elevation of 745.7 and has received several extensions from the
DNR.
There have been several inquiries from residents around Dean Lake and a meeting was
held on September 2, 2004 with the DNR, Prior Lake - Spring Lake Watershed District,
Lower Minnesota Watershed District, Scott County, residents along Dean Lake and City
staff to discuss the proposed Dean Lake Outlet Channel and Control Structure
Improvement Project. Based on this meeting, it is desirable to perform additional survey
information to see what the existing channel elevations are as of 2004 as compared to
1999, and to take additional cross section information to determine the best location of
the control structure for the Dean Lake area.
Attached to this memo is an extension agreement from WSB & Associates, Inc. to
perform this survey work and it is a cost not-to-exceed $3,700.00.
ALTERNATIVES:
1. Authorize the appropriate City officials to execute the extension agreement with
WSB & Associates, Inc. to perform additional surveying for the Dean Lake Outlet
Control Project No. 1999-8.
2. Do not approve the extension agreement with WSB & Associates, Inc. at this
time.
3. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No.1, to authorize additional surveying for the
design ofthe Dean Lake Control Structure for this project.
ACTION REQUESTED:
Authorize the appropriate City officials to execute the extension agreement with WSB &
Associates, Inc. to perform additional surveying for the Dean Lake Outlet Control Project
No. 1999-8.

Dear Mr. Loney:
According to our Agreement for Professional Services with the City of Shakopee and Section 1-
C-2 (Major Projects), this extension agreement is written to provide for construction surveying
and engineering services for the above-referenced project.
Weare pleased to submit to you this proposal to provide professional services associated with
providing outlet recommendations for the ponding areas located within the Dominium Hills
Development. The proposed project area is shown on the attached figure, along with the
ponding areas proposed to be included into.this proposal. The tasks anticipated to be
completed and the project schedule is proposed as follows:
I. Collect Background Information
We have prepared a cost estimate and timeline to complete the survey of the Deans
Lake Outlet Channel. This survey would include surveying the cross section ofthe
outlet including the centerline of the channel, the top-of-bank, and approximately 100
feet from the centerline. This work would be completed from the outlet structure under
TH 169 to the south and west approximately 1,000 tol,500 feet. This information can
be used to compare with the previous survey of the outlet channel to determine if
conditions have changed.
Anticipated cost to complete this task: $2,900
II. Coordinate Survey with Review Agencies
WSB & Associates, Inc. proposes to review the findings of the survey with City staff
and representatives from PLSL WD, LMRWD, and the MDNR.
Anticipated cost to complete this task: $750

We anticipate the total cost ofthis project to not exceed $3,700.
The City of Shakopee agrees to reimburse WSB & Associates, Inc. for these services in
accordance with Section N ofthe Agreement for Professional Services.
If this agreement meets with your approval, please sign below and return one copy to our
office.
