SUBJECT: Consider A warding a Contract for the
Pheasant Run Storm Sewer Improvements,
Project No. 2003-6

BACKGROUND:
On August 17, 2004, City Council adopted Resolution No. 6101, which approved the
plans and specifications and authorized staff to advertise for bids for the Pheasant Run
Storm Sewer Improvements, Project No. 2003-6. The project consists of up sizing storm
sewer in the Pheasant Run Development to increase the capacity of the system.
On September 7, 2004, a bid opening was held on the I Pheasant Run Storm Sewer
Improvements Project, in which there were three bids opened for this improvement
project. The bids received were in the amounts of $1'44,558.00, $149,076.20 and
$168,909.00. From the bid opening, the apparent low bidder is Kusske Construction
Company, Inc. with a bid of$144,558.00. !
Staff recommends rejecting all of the bids and rebidding this project over the winter.
Often times bidding projects late in the summer results in higher bids due to condensed
completion dates. We feel rebidding this project over the winter will increase the number
of bidders and result in a lower bid price.
AL TERNATIVES:
1. Reject all bids and rebid.
2. Accept the low bid of Kusske Construction Company, Inc. and award a contract.
3. Reject the low bidder and award to another bidder.
RECOMMENDATION:
Staff recommends Alternative No.1.

Offer a motion Rejecting Bids on the Pheasant Run Storm Sewer Improvements, Project
No. 2003-6, and move its adoption.
