Michael Leek, Community Development Director SUBJECT: Shenandoah Apartments Landscape Plan MEETING DATE: September 7, 2004 INTRODUCTION: DISCUSSION: On August 20, 2004 city staff (Mark Noble, Andrea Weber, and I) met on site with Brett Comstock of Omni Investment Properties and a representative of Heritage Development. We walked the site, as well as a couple of areas in the Shenandoah Place project to the north. During that walk-through the site, we discussed the recommendations staff had. made for ameliorative action. Accompanying this report is a copy of the drawing revised by Ms. Weber to. show the. location of additional, recommended trees, as well as the proposed location of the fence sections. The other recommended actions were; A. Those areas of the site that are not sodded need to be re-seeded either by drilling or broadcasting. This needs to be completed in the fall of 2004. Specific areas to be -re-seeded include: 1. The east side of Alysheba Road, from the curb to the pond; 2. The area of the berm, from the recently sodded area along Eagle Creek Blvd. to the pond north of the berm; and 3. The area of Outlot A and that outlot to the north (Outlot of Condominiums of Shenandoah Place). Prior to re-seeding, the weeds in these areas (as well as the rocks/stones) shall be removed (not mowed), with the weeds being either pulled by hand or by applying a fine spray of Round-Up or Trimec. This weed removal should be done in September, with another removaVweed killer application planned for spring, 2005. If you plan to apply a weed killer, it shall be applied at minimum 72 hours before any re-seeding is scheduled. B. Turf shall be established on Lot 1, Block 1. C. Seeded and sod areas shall be watered, with a minimum of 1 inch of water a week applied to all grassy areas. G:\CC\2004\09-07\ShenandoahAptLandscape.doc 1 D. Sod shall be installed in the area south of the southernmost parking lot of the apartment building. Additionally, either sod or black dirt and heavy seeding shall be provided in those areas along Eagle Creek adjacent to the unused curb cuts. E. The existing trees shall have the ropes that are binding the trunks cut and (to the extent possible) removed, as well as the tags on the branches. The soil around the trees shall be loosened, with additional mulch added to a diameter of 6 - 8 feet and 4" - 6" deep, with a thorough watering at least once a week, until the soil is frozen. The watering shall be a volume of at least 2 inches of water, or such that the entire root area is thoroughly soaked to a depth of 12 inches. D. Provide us with a plan prior to installation of additional trees on the berm. These trees shall be planted such that they insure some opacity as the trees reach maturity. F. Additionally, the stack of tires on Lot 1, Block 2 shall be removed immediately. By letter dated August 24, 2004 Brett Comstock of Omni Investment indicated agreement to complete the identified improvements within one month of Council's formal approval of them. He also indicated that spaying for weeds would begin for Council consideration of these measures. Staffhas observed additional mulching on the site as well Council will note that the proposed plan to address the landscape issues 1) does not include the addition of any more soil to the berm, and 2) does include the placement ora series of 4- foot wood fence sections for a period of 4-5 years. Staffis aware that the neighbors, the Stafford's and Dellwos, may prefer that the level of the berm be raised 6 inches to 1 foot. Staff s concern is that that action would not adequately address the stated concern about screening the parking and garage areas of the Shenandoah project. Staffs belief is that in the short term the additional trees proposed by Park Designer Andrea Weber along with the proposed fence will do a better job of screening. In the long run, staff believes that the maturing trees will do a better job of screening. ALTERNATIVES: 1. Offer and pass a motion accepting the plan to address landscape and screening issues at Shenandoah Apartments, and direct staffto proceed with implementation of the plan and review of building permits for the clubhouse facility and second apartment building. 2. Offer and pass a motion giving Heritage Development and city staff other direction. 3. Table the matter. At this time the berm should be fully established as a beautiful and healthy turf area. Implementation of proper tree watering for the rest of the season, this will allow the trees to have proper moisture to harden off for winter. In the spring the trees should be fertilized and again midsummer, this will stimulate the trees for optimal growth. The trees should not be fertilized now, it would stimulate new growth that would die back this winter and actually hurt the trees more then help them. ~C}~r0~ ? /. l) y. R
