CITY OF SHAKOPEE Memorandum TO: Mayor and Council Mark McNeill, City Administrator FROM: Gregg Voxland, Finance Director SUBJ: 2005 - 2009 Equipment List DATE: September 14, 2004 Introduction & Background Attached for Council discussion is the list of requested capital equipment items for 2005 and projected items for 2006 - 2009 that are to be purchased from the Equipment Internal Service Fund. Also attached is the current equipment listing and rental rates charged for the equipment. The Equipment Fund is for funding larger items of mobile equipment which cost over $20,000 and last more than one year and are "mobile/( meaning trucks, loaders, etc. The initial purpose of the fund was to smooth out spikes in the General Fund budget due to buying large items like fire trucks or loaders. Equipment for the Sewer and Storm Funds are not funded through the Equipment Internal Service Fund but are included in the list for Council review. Action Discuss and give staff direction. Replace 1987 4X4 % Ton Suburban. 1 Unmarked Car ($19,000). Replace unmarked administrative vehicle 1997 Ford Contour. 2006: 3 Patrol Cars ($134,400). Replace three patrol cars purchased in 2002. 1 4x4 patrol vehicle ($40,000). Second 4x4 vehicle for emergency use in lieu of squad car. 1 Unmarked Car ($19,500). Additional unmarked vehicle. 2007: 3 Patrol Cars ($78,000). Replace two patrol cars purchased in 2003. Increase squad car fleet with one additional squad. 1 Unmarked Car ($20,000). Replace unmarked administrative vehicle 1999 Chevrolet Malibu. 2008: 5 Patrol Cars ($168,000). Replace four patrol cars purchased in 2004. Increase squad car fleet with one additional squad. 1 Unmarked Car ($20iOOO). Additional unmarked vehicle. 2009: 5 Patrol Cars ($178,000). Replace four patrol cars purchased in 2005. Increase squad car fleet with one additional squad. I Fire I 2005: Truck - Telesquirt ($700,000). This unit will replace the 1985 pumper #9522. This was moved out from the 1999 budget. Pumper ($400,000). This unit will replace the 1974 pumper. Tanker Truck ($250,000). This unit will replace the 1986 Mack. This unit is used for rural areas that do not have a water supply. The 2004 mechanical evaluation of the truck is an "8" for the chassis and a "4" for the tank, pump and valve assemblies. Equipment truck ($210,000). 2006: Heavy Rescue ($400,000). This unit will replace the 1986 rescue in the fleet right now. This unit is used for (fires, auto accidents, medicals, high and low level accidents, hazardous spills, etc.) One Ton 4x4 with Grass Pak ($60,000). This unit will replace the current 1990 Ford 4x4 pick-up with grass pak. This unit is for fighting grass fires, towing the rescue boat, and hauling hoses and equipment. The 2004 mechanical evaluation of the truck is an "8". 2007: Pumper ($450,000). This unit will replace the 1993 pumper. This unit will have a foam system. This unit will possibly be first unit out in station (4). Mini Pumper ($225,000). This unit will be an addition to the fleet and will be housed at station (3). This unit will be a F-450 series four door 4x4 truck. This unit will have a pump and OSHA approved water supply. Chief's truck ($45,000). Replace 1999 Dodge. 2008: Command Center ($200,000). This unit will be an addition to the fleet and would be used as a command post. The truck would house resources that are needed at chemical and fire scene situationa such as a ~hemical assessment library, computers, phones, area land maps with topography, and work areas. 2009: I Building Inspection I 2005: No Anticipated Purchases 2006: 2 Inspectors trucks ($19,900). One would be a new vehicle for the newest inspector. The second would be a replacement for truck first acquired in 1998 #200, the mechanical evaluation of the truck in 2004 is a "5". It is expected that the replaced vehicle would be made available for use by planning and/or other administrative staff. 2007: No Anticipated Purchases 2008: No Anticipated Purchases 2009: Inspectors trucks ($21,400). Replacement for truck acquired in 2000. I Engineering I 2005: Truck 4X4 ($19,000). This truck will replace an existing truck that will be 10 years old (PW #304, 1994 Chevrolet S10 2X4). It is anticipated that due to age, mileage and maintenance costs this vehicle will need to be replaced. The 2004 mechanical evaluation of this unit is a "7". This request is being made due to the amount of construction activity in the MUSA area south of T.H. 169. The engineering department does the inspecting and grading of utilities and streets before a gravel street is constructed. 2006: No Anticipated Purchases 2007: No Anticipated Purchases 2008: Truck ($19,000). This truck will replace an existing truck that will be 10 years old (PW #305, 1998 Ford Ranger). It is anticipated that due to age, mileage and maintenance costs this vehicle will need to be replaced. The department will continue to monitor this situation annually and adjust the equipment list accordingly. Replacement of this vehicle is for a 4-wheel drive extended cab pick-up truck. 2009: Truck ($20,000). This truck will replace an existing truck that will be 10 years old (PW #301, 1999 Ford Ranger). It is anticipated that due to age, mileage and maintenance costs this vehicle will need to be replaced. I Street I 2005: Single Axle Dump Truck ($115,000) . This is an addition to the fleet due to growth. 2006: Single Axle Dump Truck ($115,000) . Replace existing unit #103 1993 IH 2554 dump truck. 2007: Loader ($165,000) . Replace existing unit #119 1990 Case 621C. Single Axle Dump Truck ($120,000) . Replace existing unit #104 1995 Ford L8000 dump truck. Single Axle Dump Truck ($120,000) . This is an addition to the fleet due to growth. 2008: 1 ton pick up 4x4 with plow ($45,000). Replace unit #155 1998 Chevrolet 1Tonjplow, Unit#117 1998 GMC 3500HD 2x4 truck. 2009: Single Axle Dump Truck ($125,000) . This is an addition to the fleet due to growth. I Park Maintenance I 2005: Small mower/snow blower ($60,000) . Small mower used for trimming around trees and smaller park areaS. This is an addi tionto the fleet and planned to be shared with Building Maintenance for snow removal. Leaf vacuum ($30,000) . This is an addition to the fleet for cleanup of turf areas. 2006: 1 Ton Truck Dual Wheel 2x4 ($35,000) . Replacement for unit #114, 1993 Chevy C3500 1.5 ton truck. To be evaluated yearly. 2007: Large Mower ($95,000) . Replace existing unit #133 1997 Toro Groundmaster 580D Mower. 2008: 1 Ton 4X4 Pickup/plow ($35,000) . This is an addition to the fleet due to growth. 1 Ton Truck Dual Wheel 2x4 ($35,000). Replacement for unit #145, 1998 GMC. 2009: No Anticipated Purchase I Recreation I 2005: No Anticipated Purchases 2006: Ice Resurfacer ($55,000). Typical life of an ice resurfacer is ten years. The current unit was put in operation in 1995. Several factors can affect the life expectancy of a resurfacer, including year-round verses winter only use, condition of the water being used to resurface, and the maintenance program. In this case, the resurfacer has been used year- round, the hardness of the water being used has promoted premature corrosion, and a documented maintenance program for the unit was not started until 2000. In 2004, the mechanical evaluation of this unit is a "6". 2007: No Anticipated Purchases 2008: No Anticipated Purchases 2009: No Anticipated Purchases I Sewer Fund I 2005: No Anticipated Purchases 2006: 1 Ton 4X4 Pickup/plow ($35,000). This is an addition to the fleet due to growth. 2007: Sanitary Sewer Jetter/Vac ($250,000). To replace existing unit #126 1992 low p.s.i. Ford LN 8000 jetter. This purchase will be further analyzed for labor cost savings. 2008: Sanitary Sewer Jetter ($100,000). To replace existing unit #144 1993 Ford high p.s.i. jetter. 2009: No Anticipated Purchases I Storm Drainage Fund I 2005: Large mower/Brush cutter ($90,000). This mower is designed to mow steep grades existing in the city's many storm drainage ponds and ditches. This mower is being considered for operator safety and efficiency. This will be an addition to the fleet. Screener/pulverizer ($40,000). To be used for screening street sweepings, leaves, and other material. possible joint purchase with another city or County. Small Track-ho w/Trailer ($135,000). An addition to the fleet if research justifies purchase over rental. possible joint purchase with another city. Used for the cleaning of ditches and ponds. 2006: No Anticipated Purchases 2007: Street Sweeper ($150,000). Second machine if growth warrants purchase. 2008: Large Tractor with Mower/Plow ($80,000).
