SCALE Legislative Proposal IS': r: ~ CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: SCALE Legislative Proposal DATE: September 17, 2004 INTRODUCTION: The Council is asked to review and comment on a proposal from the Scott County Association for Leadership Efficiency (SCALE) Legislative Committee. Mayor Schmitt is a member of that committee. BACKGROUND: At the September meeting of SCALE, a proposal for legislative lobbying efforts was distributed to the membership. The SCALE Legislative Committee asked that the member organizations review the issues and goals, so that the SCALE group will have positions for which to lobby the Scott County legislative delegation, and the legislative as a whole. As shown on the attached "grid", the missions are divided into four areas: . Safe and Effective Infrastructure . Robust and Sustainable Economy . Healthy and Successful Citizens . Livable and Secure Communities Councilor Lehman has responded on a number of these. Specifically, his concern about the need for a lobbying effort for the river crossing in the vicinity ofT.H. 41 should be suggested as Initiative 6 under the Finance (budget/bonding) goals of the Infrastructure mission. Councilor Lehman also expressed concerns about bonding for recreational buildings; market value of homestead credit and capping market value increases; distribution for homeland defense dollars; redistribution ofMSAS dollars to be based more on growth; State Auditor recommendations for general fund and reserves. RECOMMENDATION: SCALE meets again on October 8th. The Council should discuss these issues, and reach consensus as to positions for which SCALE should take a position.
