SUBJECT: Budget Workshop

INTRODUCTION:
The Council is asked to schedule a workshop to discuss the FY OS budget.
BACKGROUND:
The Council established a preliminary budget, and certified a levy amount by the
statutory September lSth deadline. The budget that was adopted held the tax rate at likely
no increase. However, because residential property valuations went up by an average of
IS% City-wide, it is probable that the City's portion of the property tax will also go up by
IS% for most residential properties.
If the Council is okay with that, no meeting is needed. If, however, there is a desire to
relook at the budget before the December 6th Tax in Taxation Hearing, a workshop
shouldbe scheduled. I feel that the budget line items as adopted are very realistic, based
upon the earlier discussion. However, if there is a desire for a substantial reduction in the
tax rate (and therefore a reduction in the overall budget), direction in terms of the types of
programs to be eliminated should be discussed.
Assuming the Council wants to have this discussion, I recommend that a workshop be
scheduled for Tuesday, October 26th. This would give sufficient time for further analysis
to be done by staff, and then brought back to Council for consideration prior to the Truth
in Taxation hearing.
RECOMMENDATION:
I recommend that a budget workshop be scheduled for Tuesday, October 26th, at
whatever starting time the Council feels is appropriate.
ACTION REQUIRED:
The Council should give direction as to whether a special budget workshop is desired,
and if so, at what time.
