No. 6127 10.0. f CITY OF SHAKOPEE Memorandum TO: Mayor & City Council CONSENT Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Authorize No Parking Signs and Approve a Striping Plan for Sarazin Street, from St. Francis A venue to 1 ih Avenue DATE: October 5, 2004 INTRODUCTION: Attached is Resolution No. 6127, a resolution restricting parking on Sarazin Street, from St. Francis Avenue to 17th Avenue. Also attached is a revised striping plan for Sarazin Street, from St. Francis A venue to 17th A venue for Council consideration and approval. BACKGROUND: Recently, St. Francis Regional Medical Center has done an expansion both on the St. Francis Hospital site and St. Gertrude long-term care facility. Part of the conditions in the approval of the expansion of the regional medical center is to make the necessary improvements to Sarazin Street after a final traffic study has been submitted and approved by City staff. RLK-Kuusisto Limited has prepared a final traffic impact study, due to the improvements on the St. Francis Regional Medical Center expansion and the impact to surrounding roadways. Also RLK has prepared a revised striping plan with no parking signs shown to create a three-lane roadway on Sarazin Street, from St. Francis Avenue to 17th Avenue. This three-lane facility is similar to the roadway recently constructed on 4th Avenue and will allow a common left turn lane to provide for the turning movements into St. Gertrudes and St. Francis parking lots. In order to accomplish the three-lane facility, no parking signs and a no-parking resolution needs to be approved by the City Council and this will not allow parking of vehicles on Sarazin Street, from St. Francis Avenue to 17th Avenue. The traffic impact study and the striping plan has been reviewed by Chuck Rickart, of WSB & Associates, Inc., and he concurs with the recommendations for the striping plan and is recommended for approval by the City Council. A resolution restricting parking on Sarazin Street is necessary and required by Mn/DOT State Aid Office, as Sarazin Street is a designated State Aid street. ALTERNATIVES: 1. Approve Resolution No. 6127, a resolution restricting the parking on Sarazin Street, from St. Francis Avenue to 1 ih Avenue. 2. Do not approve Resolution No. 6127. 3. Approve a motion approving the striping plan, as attached to this memo, for Sarazin Street, from St. Francis A venue to 17th Avenue. 4. Table for additional information. RECOMMENDATION: Staff would recommend Alternative No. 1 and Alternative No.3, to restrict the parking on Sarazin Street, from St. Francis A venue to 17th A venue, and to approve the revised striping plan for Sarazin Street. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: That the City of Shakopee shall prohibit the parking of motor vehicles on both sides of Sarazin Street, from St.Francis Avenue to lih Avenue. .
