The total cost of the vehicles is $168,144. The source of funding for these purchases is primarily regional capital dollars, with the possible use of about $10,000 in City transit reserves. The replacement buses are medium size vehicles that will have slightly higher passenger capacity than the existing buses. The attached September 29,2004 memo from consultant George Bentley and the vehicle order form provides additional detail regarding the proposed purchase and the vehicles themselves. These vehicles are intended to replace three (3) mid-sized Champion Crusader transit vehicles that have been in use in Shakopee since 1999 and are at the end of their useful life. MnDOT conducts an annual open bid process for small and medium-sized transit vehicles, and allows any governmental agency in the State of Minnesota to procure vehicles off of that open bid. This precludes the necessity to submit multiple bids for these vehicles from the dozens of potential purchasers each year in the state. The MnDOT open bid process includes several transit vehicle vendors and allows the end purchasers to pick and choose among these vendors. The purchasers may also add or delete items from the specification list as warranted, and may also add options as they may be available from the vendors. Since Scott County is currently the contract service provider for Shakopee Transit it is beneficial to both parties to purchase similar vehicles, particularly due to maintenance efficiency. Scott County is currently approved by the Metropolitan Council for the purchase of eight (8) medium-sized transit vehicles to replace its own aging vehicle fleet. The county is proceeding with the purchase of Goshen transit vehicles through Grande American Bus Sales, Inc. COST: The Goshen transit vehicles Scott County is purchasing have seating capacity for fifteen (15) ambulatory passengers and two (2) wheelchairs. They will also have three double fold-down seats adjacent to the wheelchair positions that, when deployed, will increase the ambulatory seating capacity to twenty-one (21). See the attached seating diagram from Grande American. The proposed cost of each of these vehicles is $56,048 per the attached Grande American price quote, resulting in a total proposed cost for three vehicles of $168,144. It is recommended that the vinyl striping, listed as an additional option for $600 per vehicle, be deleted since the Shakopee Transit vehicles will be marked independently. This brings the net cost per vehicle to $55,448 and a total net cost for all three vehicles to $166,344. There is no cost for sales tax or license per state law. Michael Leek Proposed Transit Vehicle Purchase September 29, 2004 Page 2 FUNDING: The Metropolitan Council has approved the use of $156,000 in RTC bond sale proceeds for the purchase of three replacement transit vehicles by Shakopee. With the net cost of the proposed vehicles at $166,344 it will be necessary to procure and utilize $10,344 of additional funding. Price per Vehicle - $ 55,448 X 3 Vehicles = $166,344 Available RTC Funding - $156.000 Remaining Cost - $ 10,344 Adequate reserves exist in the Shakopee Transit Reserve Fund to fund this additional amount and can be used for this purpose. It is recommended that a potential amendment be requested from the Metropolitan Council to cover this remaining cost from RTC funds. However, the purchase can go forward with currently available funds. DISCUSSION: It is necessary to proceed with the order for these three new transit vehicles immediately to coordinate the order with the order from Scott County, and to ensure the availability of chassis from the manufacturer. These new vehicles will provide adequate flexibility in size and utility to serve both Dial-A-Ride and fixed route services currently being operated. In 2005 the Metropolitan Council is making $171,000 in RTC funds available to Shakopee Transit to replace the two (2) Federal buses that were obtained used from Metro Transit at no cost approximately two years ago to run fixed route commuter services. Information regarding that potential purchase will be provided later next year. RECOMMENDATION: It is recommended that the City of Shakopee proceed with the order for three (3) new Goshen transit vehicles through Grande American Bus Sales, Inc., and under the MnDOT open bidding process, in the amount of $166,344.00. It is further recommended that the City utilize the available Regional Transit Capital funding from the Metropolitan Council of $156,000.00 and designate $10,344.00 from the Shakopee Transit Reserve Fund for this purchase, with the understanding that a potential amendment to the Regional Transit Capital agreement with the Metropolitan Council for the vehicles will be sought in the amount of$10,344.00. attachments ~eP,i~i, ~Uu4 ~ : ~! !
