SUBJECT: Joint and Cooperative Agreement for Use of Police Personnel and
Equipment for the Tri-City Tactical Team

INTRODUCTION:
The Police Department is requesting that Council consider and approve appropriate city
officials to enter into the joint and cooperative agreement for the use of police personnel
and equipment for the Tri-City Tactical Team.
BACKGROUND:
The three cities of Prior Lake, Savage and Shakopee, formed a Tri-City Tactical Team for
emergency response within the three cities and throughout the county, for these important
policing services.
The joint and cooperative agreement for use of police personnel and equipment for the
Tri-City Tactical Team is an agreement between Prior Lake, Savage and Shakopee in
regards to personnel and equipment. This agreement has been approved by all the city
administrators and police chiefs ofthe respective agencies involved.
AL TERNA TIVES:
1. Do not authorize the agreement.
2. Authorize the agreement.
3. Table and provide direction to staff.
RECOMMENDATION:
Alternative #2.
ACTION REQUESTED:
If the Council concurs, they should offer a motion authorizing the appropriate city
officials to enter into the joint and cooperative agreement for the use of police personnel
and equipment for the Tri-City Tactical Team, and move its adoption.

JOINT AND COOPERATIVE AGREEMENT
FOR USE OF POLICE PERSONNEL AND EQUIPMENT
FOR THE TRI-CITY TACTICAL TEAM
This Agreement, dated this _ day of , 2004, is made and entered by and
between the Cities of Prior Lake, Savage and Shakopee, Minnesota.
WHEREAS, the parties to this Agreement are members of the Tri-City Tactical
Team, established in 2002, for the purpose of resolving high-risk situations peacefully
through the use of negotiations and specialized tactics, within the three cities and
throughout the county. The Tri-City Tactical Team consists of specially trained and
equipped personnel. Some ofthe high-risk incidents or threatening situations that the
Tri-City Tactical Team may be asked to respond to include:
. Barricaded subjects
. Hostage situations
. High-risk warrants
. Drug raids
WHEREAS, the parties desire to create an Agreement for ownership and
distribution of equipment used and maintained by the Tri-City Tactical Team.
NOW THEREFORE, in consideration of the mutual covenants and promises
contained in this Agreement, the parties agree as follows:
1. All individually-owned property brought into the Tri-City Tactical Team remains
the property of the original agency, and;
2. Any property purchased by the Tri-City Tactical Team will remain the property of
the Tri-City Tactical Team, and further, should the Tri-City Tactical Team be
disbanded, the remaining equipment will be distributed equally to the parties of
this Agreement.
IN TESTIMONY WHEREOF, the parties have executed this Joint and
Cooperative Agreement, as of the date and year last signed below.
