Holiday Festival-Vision Shakopee IS: F, 1~ CITY OF SHAKOPEE Memorandum CONSENT TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Holiday Festival- Vision, Shakopee DATE: October 15, 2004 INTRODUCTION: The Council is asked to approve various activities to be held in the downtown area, during a holiday festival sponsored by Vision Shakopee the weekend of December 10th, 11 th, and lih. BACKGROUND: Attached is a letter from Vision Shakopee, regarding plans for a holiday festival the second weekend of December. The centerpiece ofthe festival would be a 26' tall tree that would be placed on the public sidewalk in front of River City Centre. The tree would be in place from December 6th, and would be removed approximately January 2nd. There would be several events, hay and sleigh rides, visits from Santa Claus, and other activities as outlined in the attached letter. Several items affect the City, and therefore, should have City Council approval. They are: . Authorization to place a 26' tall tree in the Lewis Street vacated right-of-way; it is the location would be on the sidewalk area, partially on the First A venue street right-of-way, and partially on property controlled by the Scott County HRA (River City Centre). . Sleigh rides and hay rides on streets in the downtown area. . Snow Softball tournament at Tahpah Park. . Ice sculpting contest in portions that may encroach on the public right-of-way. . Scavenger hunt in the downtown, which may include public property. Vision Shakopee requests authorization to operate portions of the festival within the public rights-of-way. They will provide the City with evidence of insurance, listing the City as an "also insured", for a $1 million umbrella amount. They are also working with Shakopee Public Utilities (for power needs to light the tree), and the Scott County HRA (as owner of portions of the River City Centre building) for necessary permissions as well. RECOMMENDATION: I recommend that the Council give authorization for Vision Shakopee to operate the holiday festival in Downtown Shakopee as outlined in the attached letter, with the understanding that they will apply to the Park and Recreation Department for the snow softball tournament at Tahpah Park ACTION REQUIRED: Ifthe Council concurs, it should, by motion, authorize Vision Shakopee to sponsor events as part ofthe holiday festival in Downtown Shakopee as described in its letter of September 16th. 11}A2~ Mark McNeill City Administrator MM:th VISION SHAKOPEE Downtown Partnership p,O, Box 6 Shakopee, MN 55379 September 1 6, 2004 Mark McNeil Shakopee City Council 129 S Holmes Street Shakopee, MN 55379 Dear Mr. McNeil & The Shakopee City Council, It is with great pleasure that I bring before you a project we are working on. Vision Shakopee would like to host a Holiday Festival in downtown Shakopee. We are looking at including the following events this year: - Tree Lighting Ceremony with a 26-foot tree that would be lit up with approximately 800 lights. The tree would be located on the sidewalk in front of River City Center. - The Junior and Senior High School Choirs would sing Christmas Carols before, during and after the tree lighting ceremony. - A window-decorating contest for the downtown businesses. - Sleigh rides around the downtown. - Hay Rides for kids. - Santa Claus vists to be located in Turtle's 1890 Social Centre. - A softball tournament in the snow to be located at Tapah Park. - An ice-sculpting contest to be located in the area of the Welcome To Shakopee Sign. - A Senior Sing Along to be located in Turtle's 1890 Social Centre. - A Giving Tree Program partnership with the CAP Agency. - A Scavenger Hunt in the downtown.
