SUBJECT: 2004 Traffic Studies for Various Intersections in the
City of Shakopee

INTRODUCTION:
The City Engineering Department annually conducts several traffic studies throughout
the summer months for stop warrants. Attached to this memo is a traffic study and staff s
recommendation.
BACKGROUND:
Throughout the year staff has received requests for traffic sign studies from residents,
Council and staff. Attached is the traffic study report on various intersections in the City
and are as follows:
. Mathias Street and Cardinal Drive
. Thrush Street and Cardinal Drive
. Fuller Street and Vierling Drive
The City of Shakopee has prepared a Signing Plan to address the signage in the City and
policies for traffic control signage. Per City Code, the installation and removal of any
traffic regulatory signs must be authorized by the City Council. Study areas were
investigated for stop sign control and to review the level of traffic volumes and speed.
Study No.1 - Fuller Street and Vierling Drive
This area was studied after a request from Council to look at a four-way stop. Fuller
Street and Vierling Drive are both collector streets with about the same amount of traffic.
Vierling Drive does have stop control and currently Fuller Street does not. According to
the City's signing manual and policies, this intersection does meet warrants for an all-
way stop, based on speed and the number of accidents for a collector/collector
intersection and is very close to meeting on traffic volume. According to the City's
signing manual and policies, this intersection would meet warrants for an all-way stop,
based on traffic volume, speed and the number of accidents for a local street intersection.
The local intersection standard was developed to be a lower standard and included in the
Signing Policy in order for some local streets to meet traffic standards for an all way stop
condition. The recommendation from this study is to install stop signs on Fuller Street at
the intersection with Vierling Drive making this intersection a 4-way stop.
Study No.2 - Cardinal Drive and Thrush Street
According to the study, this intersection does not. meet the criteria for any stop sign
control. Thrush Street is a local feeder route for Pheasant Run to Independence Drive
and also will be extended to C.R. 83. It is anticipated that the traffic counts on Thrush
Street will increase as development in this area increases. At this time, ifany stop sign
control would be placed at this intersection, it should be placed on the vehicles on
Cardinal Drive to stop and allow the Thrush Street traffic to continue through as a local
feeder route. At this time the traffic counts and the accident history do not warrant any
stop sign control at this intersection. Staff would recommend that this intersection be
monitored as development increases in the City.
Study No.3 - Mathias Street and Cardinal Drive
According to the study, this intersection does not meet the criteria for any stop sign
control. Both of these streets are local streets. It is not likely that this intersection will
meet warrants for a stop sign any time in the near future. Staff did receive a petition to
study this intersection from residents in the area. Stop signs are not a safe or effective
way of controlling speed. The. recommendation from this study is no change.
In summary, the intersection of Cardinal Drive and Mathias Street and the intersection of
Cardinal Drive and Thrush Street do not meet the City's approved signing policy. The
intersection of Fuller Street and Vierling Drive does meet warrants for an all-way stop.
The Council does have discretion, if they feel signs need to be installed to order those
signs as they so desire by approved motion.
ALTERNATIVES:
1. Direct staff to install stop signs at the intersection in Study Area No. 1 and not to
install stop signs to the intersections in Study Areas No. 2 and No.3, as
recommended by the report.
2. Direct staff to install stop signs in Study Areas No.1, No. 2 and No.3, as
determined by the City Council.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1. However, Council does have the discretion to
review the intersections and provide direction to staff as to traffic control signage.
ACTION REQUESTED:
Approve a motion to accept the report for the traffic studies in 2004, and accept the
recommendations as included in the report.

I Does the Intersection of Fuller Street and Vierling Drive Meet the
Warrant for a All-Way Stop Sign?
I (Collecter Street Intersection Standards)
I (Conditions are from the Shakopee Signing Manual, October 26, 1998)
I 1.) There have been five (5) or more reported accidents in a 12 month period
correctable with stop sign installation.
I The intersection of Fuller Street and Vierling Drive had 5 reported accidents
correctable with a stop sign on Fuller Street in a 12 month period The intersection
I does meet the accident requirement.
I 2.) If the 85th percentile speed in the intersection exceeds 40 MPH, the requirements
can be reduced to 70%.
I The speed at this intersection was found to have an 85th percentile speed of 54 mph
with 788 recorded speed~ of 45 rnph or greater. The intersection does meet the
requirement and therefore reduces the following requirements
I 3.) If the total vehicular volume entering the intersection from all approaches
averages at least 500 vehicles per day for any eight hours. (500 x 70% = 350)
I This amount is reduced by 70% and therefore the amount is 350. This intersection
meets this requirement for 4 of 8 hours. The intersection does not meet the total
I vehicular volume requirements
4.) If the combined vehicular and pedestrian volumes from the minor street must
I average at least 200 units per hour for the same eight hours. (200 x 70%=140)
This amount is reduced by 70% and therefore the amount is 140.This intersection
I meets this requirement for 6 of 8 of the same hours. The intersection does not meet
the combined vehicular/pedestrian volume requirement.

I Does the Intersection of Fuller Street and Vierling Drive Meet the
Warrant for a Four-Way Stop Sign?
I (Local Street Intersection Standards)
I A stop sign is warranted ifthree ofthe following five conditions exist:
(Conditions are from the Shakopee Signing Manual, October 26, 1998)
I 1.) If the major street traffic volume is more than 1500 vehicles per day and the
minor street traffic volume is greater than 750 vehicles per day.
I The major street, Fuller Street does meet the requirement for traffic volume with an
ADT of2016. The minor street, Vierling Drive, has an ADT of2377. This
I intersection does meet the traffic volume requirement.
2.) There have been more than two reported accidents, per year in the previous two
I years or, three reported accidents in the previous years of a type correctable
with stop sign installation.
I The intersection of Fuller Street and Vierling Drive had five (5) reported accidents in
2003 and three (3) reported accidents in 2004. Five of these accidents were
correctable with a stop sign on Fuller Street. The intersection does meet the accident
I requirement.
3.) If the pedestrian volumes crossing any approach is more than 15 pedestrians per
I hour during the A.M. and P.M. peak traffic hours.
The intersection does not meet the pedestrian volume requirement.
I 4.) If the safe stopping distance on the uncontrolled approach is restricted by less
I than 300 feet by horizontal and/or vertical roadway alignment or by other
permanent obstructions.
I Sight distance is not an issue on the uncontrolled approach - Fuller Street.
5.) If the 85th percentile speed in the intersection is greater than 35mph and highest
I reported speed with two or more observations greater than 45mph.
The speed at this intersection was found to have an 85th percentile speed of 54 mph
I with 788 recorded speeds of 45 mph or greater. The intersection does meet the
requirement.

Vehicle #1 was traveling east on Vierling Dr. approaching the 4
intersection with Fuller St. Upon approaching the intersection,
vehicle #1 has a stop sign. Vehicle # 2 was traveling north on
Fuller St. approaching the intersection with Vierling Dr. Driver
#2 stated that the car didn't even slow for the stop sign at the WORKING
intersection and there was nothing he could do. Vehicle #2 98
struck Vehicle #1 on the right front side and the car spun IltlT REl.

I Meet the Warrant for a Two-Way Stop Sign?
I A stop sign is warranted if two' of the following four conditions exist:
(Conditions are from the Shakopee Signing Manual, October 26, 1998)

I 1.) If the major street traffic volume is more than 1000 vehicles per day and the
Minor street traffic volume is less than 50% of the major street traffic volume.
I Cardinal Drive has an ADT of415 and Thrush Street has an ADT of260. This
intersection does not meet the traffic volume requirement.
I 2.) There has been more than two reported accidents, per year in the previous two
years or, three reported accidents in the previous years of a type correctable
with stop sign installation.
I The intersection of Cardinal Drive & Thrush Street had zero (0) reported accidents in
2003 and one (1) reported accident in 2004. The intersection does not meet the

3.) The pedestrian volumes across the minor approach (that which would be
