Michael Leek, Community Development Director SUBJECT: Text Amendment Regarding Building Materials in the Single- Family Residential Zones DATE: October 14, 2004 CASELOG NO.: NA INTRODUCTION: On September 23,2004 staffproposed the following text amendment to the City's Planning Commission; C. Soecial Minimum Requirements in the R-1A. R-1B. and R-1C Districts. Major exterior surfaces on all walls of principal or accessory structures shall be facing brick (glazed or unglazed), clay facing tile, stone masonry (granite, limestone, marble, slate, sandstone, or quartzite), finished texture stucco (cement or synthetic), exterior finished wood siding (painted, stained, or weather-sealed), exterior finished metal siding (not including sheet metal of any kind), or exterior finished vinyl siding. The purpose of the proposed text amendment is to try to make sure that materials standards for the single-family zoning districts are consistent with those for other residential districts. Recently, planning staffwas approached by a resident interested, for example, in the use of a Quonset hut, which would not generally be consistent with standards in the other residential zones. At the public hearing, a member of the public suggested that the language regarding metal siding might require more specificity. ALTERNATIVES: 1. Approve Ordinance No. 714, approving the text amendment as presented. 2. Approve Ordinance No. 714, approving the text amendment with revisions. 3. Do not approve the proposed amendment. 4. Table the matter for additional information. PLANNING COMMISSION RECOMMENDATION: I Txtbldgmaterials.doc The Planning Commission reviewed the proposed amendment at its September 23,2004, meeting. The Commission has recommended approval of the proposed amendment as presented. A copy of the staff report from the September 23rd Commission meeting is attached for the Council's reference. Michael Leek Community Development Director 2 Txtbldgmaterials.doc ORDINANCE NO. 714, FOURTH SERIES AN ORDINANCE OF THE CITY OF SHAKOPEE, MINNESOTA, AMENDING CITY CODE SEC. 11.60, SUBD. 2 THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, ORDAINS: Section 1 - That City Code Chapter 1, Zoning, Sec. 11.60, Subd. 2 is hereby amended by adding the language that is underlined and deleting the language that is struck through. C. Soecial Minimum Requirements in the R-1A, R-1B, and R-1C Districts. Section 2 - - Effective Date. This ordinance becomes effective from and after its passage and publication. SUBJECT: Text Amendment Regarding Building Materials in the Residential Zones MEETING DATE: September 23, 2004 INTRODUCTION: Recently, concern was expressed to city staff that the City Code does not prohibit the use of sheet or corrugated steel as a siding material in the single-family residential zones. The Commission is asked to consider the following possible amendment to City Code Sec. 11.60, Subd. 4, Construction Materials; C. Special Minimum Requirements in the R-IA. R-IB. and R-IC Districts. Major exterior surfaces on all walls of principal or accessory structures shall be facing brick (glazed or unglazed), clay facing tile, stone masonry (granite, limestone, marble, slate, sandstone, or quartzite), finished texture stucco (cement or synthetic), exterior finished wood siding (painted, stained, or weather-sealed), exterior finished metal siding (not including sheet metal of anykind), or exterior finished vinyl siding. ALTERNATIVES: 1. Recommend to the City Council the approval of the draft the text amendment as presented. Z. Recommend to the City Council the approval of the draft the text amendment with revisions. 3. Recommend to the City Council the denial of the draft the text amendment. 4. Table the matter for additional information. STAFF RECOMMENDATION: Staff recommends alternative no. 1 or 2.
