Michael Leek, Community Development Director SUBJECT: Approval of Job Description and Authorization to Fill the Position of Planner I MEETING DATE: November 16,2003 INTRODUCTION: With the departure earlier this year of Nicole Peterson, a position has remained unfilled in the planning division of the Community Development Department. At its October budget workshop the Council provided direction to fill that opening with a Planner I, and to proceed with development of a GIS/IT Specialist position. Staffhas updated the Planner Ijob description, and is asking Council to approve it and authorize filling the position. Council should note that the description does still require the ability to use GIS, as that is increasing in importance in the planning field. Michael Leek Prepared Date: 11/08/2004 Approved By: Approved Date: Salary Level: SUMMARY Planner I is an entry-level professional planning position. The Planner I performs professional work in community planning requiring an understanding of basic concepts, principles, and techniques of planning, including comprehensive planning, land subdivision and development, and zoning administration. Often assists Planner II and Community Development Director on specific projects or assignments. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Reviews applications for building permits, variances, conditional use permits (CUPs), and similar or related proposals to determine conformance with the City's Comprehensive Plan and City ordinances. Conducts field surveys and on-site inspections as necessary, e.g. to determine compliance with CUP or variance conditions. Performs zoning code enforcement activities, and cooperates with the City's police department in the disposition of zoning violation cases. Provides zoning and land use information to upon request in person at the counter, by phone, or in writing. Provides recommendations to boards and commissions on applications for zoning code and map amendments, variances, CUP, or other similar items affecting land use, community facilities, housing, economic development, the environment, transportation, community facilities, parks and public utilities to assist in the guiding and control of community development and renewal. Compiles and analyzes data on economic, social and physical factors affecting land use and prepares or requisitions graphic and narrative reports on data. Prepares statistical tabulations, computations, charts and graphs to illustrate plans and studies in areas such as population, housing, neighborhood planning, transportation and land use. 1 Reviews and evaluates environmental impact reports applying to specified private and public planning projects and programs. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and EXPERIENCE A Bachelors degree in Urban/City Planning, Public Administration, Public Administration or related field is required, plus zero to two years of experience in a similar or related position. LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents, general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business con-espondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, commissions and the general public. MATHEMATICAL SKILLS Ability to apply mathematical concepts such as exponents, logarithms, quadratic equations, probability, statistical inference, fractions, percentages, fundamentals of plane and solid geometry, trigonometry and permutations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. COMPUTER SKILLS: Ability to use Word, Excel, Access and similar computer applications, as well as ArcView, ArcInfo and other similar GIS applications. CERTIFICATES, LICENSES, REGISTRATIONS Must have a valid Drivers License.
