Commissioner DuLaney, Commissioner Lara, Commissioner Contreras,
Commissioner Lehman, and President Whiting
ABSENT:

ALSO PRESENT:

2) Approval of Agenda
Commissioner Contreras made a motion to approve the Agenda, second by
Commissioner DuLaney and the motion passed. 5 - 0
3) General Business
3.a) 2026 EDA Levy and Budget
Commissioner Contreras made a motion to approve Resolution E2025-
002 approving the 2026 EDA special benefit levy of $550,000, second
by Commissioner Lara and the motion passed. 3 - 2

Commissioner Lara made a motion to approve Resolution E2025-003,
approving the 2026 budget, second by Commissioner Contreras and the
motion passed. 3 - 2
Nays: Commissioner DuLaney, Commissioner Lehman
3.b) Lease with Delicias Ice Cream Cravings, LLC
Commissioner DuLaney made a motion to approve a new five-year
lease agreement with Delicias Ice Cream Cravings, LLC (d/b/a Delicias
Del Viejo), under substantially the same terms as the existing lease, in
order to satisfy financing requirements and ensure continued tenancy
at River City Centre., second by Commissioner Lehman and the motion
passed. 5 - 0
