SUBJECT: Ordering Feasibility Report for 2005 Street
Reconstruction Project

INTRODUCTION:
Attached is Resolution No. 6147, which orders the feasibility report to be prepared for the
following streets:
. Dakota Street, 3rd A venue to Milwaukee Manor
. Sommerville Street, 4th Avenue to 5th Avenue, 6th Avenue to Shakopee
Avenue
. Apgar Street, 10th Avenue to Meadows North
. Scott Street, 10th A venue to Meadows North
. Atwood Street, 10th Avenue to Meadows North
. Fuller Street, sth Avenue to 10th Avenue
. Main Street, Shakopee A venue to 10th Avenue
BACKGROUND:
The City Council of Shakopee has reviewed the proposed 2005-2009 Capital
Improvement Program which includes street reconstruction projects on the streets listed
above.
Attached is a map showing the proposed study area for the 2005 Street Reconstruction
Project. In the feasibility report, staff will investigate street reconstruction along with
utility replacement.
In order to reconstruct these streets during the summer months of the 2005 construction
season, the feasibility report should be authorized at this time
If Council authorizes the feasibility report to be prepared for the proposed street
reconstruction, at this time, staff would also request authorization to have the preliminary
design surveying work performed to assist in determining costs of the feasibility report.
Performing the survey work in the fall months for the winter work is more cost effective
and the data is more accurate. If the project is not approved later on, the survey data can
be saved for when the street reconstruction project is approved. Surveying quotes were
received from all three City municipal consultants. Based on the quotes received, we
recommend awarding the survey work for this project to Bonestroo Rosene Anderlik &
Associates. The survey quote from Bonestroo Rosene Anderlik & Associates, Inc. is
attached to this memo. Also, staff would request authorization to solicit quotes for soil
investigation work to assist in the feasibility report.
ALTERNATIVES:
1. Adopt Resolution No. 6147.
2. Deny Resolution No. 6147.
3. Table for additional information.
4. Move the appropriate City officials to execute a consultant extension agreement
with Bonestroo Rosene Anderlik & Associates, Inc. for surveying services for the
proposed 2005 Street Reconstruction Project in an amount not-to-exceed
$7,850.00.
5. Do no authorize the surveying services from Bonestroo Rosene Anderlik &
Associates, Inc. on this proj ect.
6. Move to authorize staff to solicit quotes for soil investigation work for the 2005
Street Reconstruction Project.

RECOMMENDATION:
Staff recommends Alternative No.1, No.4 and No. 6 so that the proposed street
reconstruction project feasibility study can be initiated for possible construction.
ACTION REQUESTED:
1. Offer Resolution No. 6147, A Resolution Ordering a Feasibility Report for the
2005 Street Reconstruction Project and move its adoption.
2. Move the appropriate City officials to execute a consultant extension agreement
with Bonestroo Rosene Anderlik & Associates, Inc. for surveying services for the
proposed 2005 Street Reconstruction Project in an amount not-to-exceed
$7,850.00.
3. Move the appropriate City staff to solicit quotes for soil investigation work for the

A Resolution Ordering The Preparation Of A
Report On An Improvement To
The 2005 Street Reconstruction Project
WHEREAS, it is proposed to improve Dakota Street, 3rd Avenue to Milwaukee Manor;
Sommerville Street, 4th Avenue to 5th Avenue and 6th Avenue to Shakopee Avenue; Apgar Street,
10th Avenue to Meadows North; Scott Street, 10th Avenue to Meadows North; Atwood Street, 10th
Avenue to Meadows North; Fuller Street, 8th Avenue to 10th Avenue; and Main Street, Shakopee
A venue to 10th A venue by reconstruction of sanitary sewer, watermain, storm sewer, concrete curb
& gutter, aggregate, bituminous paving and all appurtenant work and to assess the benefitted
property for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter
429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF. THE
CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost of the improvement as recommended.

Dear Mr. Weyandt:
According to our Agreement for Professional Services within the City of Shakopee and
Section C-2, this extension agreement is written to provide design and construction
surveying services for the above-referenced project. We are proposing to complete the
work as detailed on the attached scope of services, Exhibit A.
Design surveying services will be completed on a cost-reimbursable basis as necessary in
accordance with our attached current fee schedule. Pete Eckert, our senior crew chief
who works in the Chaska and Carver area, would be working on the project. Pete has
recently worked with City Staff on the West River futerceptor Improvements constructed
this summer. We propose to conduct the work on an hourly basis with an estimated fee
of$6,500 and a fee not-to-exceed of$7,850. The fee not-to-exceed is based upon 60
hours of a two-person survey crew time and 6 hours of a senior draftsperson time.
It is our understanding that the scope of construction surveying services is still being
determined by City Staff. We have not finalized our 2005 current fee schedule with the
City of Shakopee at this time; however we anticipate the rates will increase in the 2 to 3
percent range. Based on this increase, a two-person survey crew would range from
$126.50 to $128 per hour in 2005 for construction staking. The City of Shakopee agrees
to reimburse Bonestroo & Associates for these services in accordance with Section IV of
the Agreement for Professional Services.

SCOPE OF SERVICES
. Design Surveying - Bonestroo & Associates will provide a full time survey crew to
do all topographical survey of the project area identified in the letter dated October
19, 2004 prior to snowfall. We can begin work on this project immediately after
authorized. The project area extends 10 feet beyond the right-of-way of the project
streets, and the survey shots will include:
1. Shots at all match in points
2. Shots to establish existing vertical and horizontal alignment
3. Property irons to establish existing right-of-way
4. Cross sections every 50 feet
5. Manhole reports including pipe sizes and inverts
Bonestroo & Associates will submit the existing topography to the City in a form
capable of being opened in AutoCAD 2000 or whatever version the City has of
AutoCAD at that time. We will have a senior draftsperson review the survey data and
make any corrections in line work before it is forwarded to the City.
. Construction Staking - Bonestroo & Associates will provide a full time survey crew
to do all construction staking for this proj ect for work yet to be determined. Our
crews will coordinate with the on site City inspector to insure that construction
staking operations are conducted in a timely and efficient manner. Staking will be
performed as detailed in the City prepared Proj ect Manual and Plans.
