Improvements, from Southern Meadows to C.R. 83

INTRODUCTION:
Attached is Resolution No. 6146, which orders the feasibility report to be prepared for the
construction of 17th Avenue, from Southern Meadows to County Road (C.R.) 83.
BACKGROUND:
The City Council of Shakopee has reviewed the proEosed 2005-2009 Capital
Improvement Program which includes construction of 17 A venue, from Southern
Meadows to c.R. 83. During the discussion of the Capital Improvement Program, City
Council did express an interest in constructing 17th A venue in the 2005 construction
season.
Attached is a map showing the proposed study area for the construction of 17th Avenue.
In the feasibility report, staffwill investigate extending 1 ih Avenue to C.R. 83.
In order to construct 1 ih A venue during the 2005 construction season, the feasibility
report needs to be authorized at this time. Additional right-of-way will be needed for 1 ih
A venue, so construction in 2005 will depend on right-of-way acquisition.
If Council authorizes the feasibility report to be prepared for the proposed improvements,
staff would also request authorization to have the preliminary design surveying work
performed to assist in determining costs of the feasibility report. Performing the survey
work in the fall months for the winter work is more cost effective and the data is more
accurate. If the project is not approved later on, the survey data can be saved for when
the proposed project is approved. A survey quote from WSB & Associates, Inc. is
attached to this memo.
Staff also requests authorization to solicit quotes for soil investigation work to assist in
the feasibility report. Soil information is needed to estimate the street construction and
utility costs.
ALTERNATIVES:
1. Adopt Resolution No. 6146.
2. Deny Resolution No. 6146.
3. Table for additional information.
4. Move the appropriate City officials to execute a consultant extension agreement
with WSB & Associates, Inc. for surveying services for the proposed 1 ih Avenue
Improvements in an amount not-to-exceed $5,000.00.
5. Do no authorize the surveying services from WSB & Associates, Inc. on this
project.
6. Move to authorize staff to solicit quotes for soil investigation work for the
proposed 1 ih A venue Improvements.
7. Do not authorize staffto solicit quotes for soil investigation work.
RECOMMENDATION:
Staff recommends Alternative No.1, No.4 and No.6 so that the proposed feasibility
study can be initiated for possible construction.
ACTION REQUESTED:
1. Offer Resolution No. 6146, A Resolution Ordering a Feasibility Report for 17th
Avenue Improvements, from Southern Meadows to County Road 83. and move its
adoption.
2. Move the appropriate City officials to execute a consultant extension agreement
with WSB & Associates, Inc. for surveying services for the proposed 1 ih Avenue
Improvements in an amount not-to-exceed $5,000.00.
3. Move to authorize staff to solicit quotes for soil investigation work for the
proposed 1 ih A venue improvements.

A Resolution Ordering The Preparation Of A
Report On 17th A venue Improvements,
From Southern Meadows To County Road 83
WHEREAS, it is proposed to improve 17th A venue, from Southern Meadows to County
Road 83 by installation of sanitary sewer, watermain, storm sewer, concrete curb & gutter, grading,
aggregate, bituminous paving, concrete sidewalk, bituminous trail, street lighting and all
appurtenant work and to assess the benefitted property for all or a portion of the cost of the
improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost of the improvement as recommended.

Justification:
Collector street needs to be installed to provide access to developing
properties and to complete 17th Avenue from CSAH 17 to CSAH 83.
Other Comments:
Dependant upon rate of development in the area. Also, per "Memo
/l of Understanding" with Scott County, the City has agreed to
/rv construct this roadway within certain timelines and!or conditions.

According to our Agreement for Professional Services with the City of Shakopee and Section 1-
" C-2 (Major Projects), this extension agreement is written to provide for preliminary design

( ,~ approximately 2,800 linear feet of urban street extending from CSAH 83 west to connect with

(~: The survey control for the project area will be established with our Trimble GPS receivers.

~ The horizontal datum will be on the Scott County Coordinate System converted from NAD

'" other survey projects we have completed for the City.

k' We will provide a complete topographic survey of the project area extending 20-feet beyond
the proposed right-of-way lines. Cross section data would be collected at 50-foot intervals and

~J!'I-.'.:t_ along the proposed alignment. All topographic features will be located including, but not
limited to trees, light poles, street signs, property irons, and other visible private utility
company installations.
WSB & Associates, Inc. proposes to complete this survey on a cost reimbursable basis as
necessary in accordance with our attached current fee schedule with a not-to-exceed fee of
$5,000.00.
