SUBJECT: Authorization to fill Police Captain Position
DATE: December 27, 2006
INTRODUCTION:
The City Council is asked to authorize the promotion of Sergeant Craig Robson to the position of
Captain with the Shakopee Police Department, effective January 8, 2007.
BACKGROUND:
The Police Department's 2007 operating budget includes funding for a second Captain position.
The Civil Service Commission has previously conducted the necessary testing and established an
eligible register for the position. Sergeant Craig Robson is currently the only individual on the
eligible register. Police Chief Dan Hughes recommends Sergeant Robson for appointment to the
position of Captain.
At the time Jeff Tate was promoted to the position of Captain in April of 2006, the Council
authorized making him eligible for performance pay according to the current contract with the
Sergeants union. It is recommended that the Council extend the same benefit to Sergeant
Robson upon his promotion.
If council approves the appointment, Sergeant Robson will be moving from anon-exempt
position (eligible for overtime) to an exempt position (salaried). Sergeant Robson currently has
152.11 hours of accrued comp time, which will be paid to him at his Sergeant's wage. The cost
of this buy-back will be approximately $5,750, depending on the exact outcome of contract
negotiations withthe Sergeants union.
BUDGET IMPACT:
Funds exist in the Police Department budget for these expenses.
RELATIONSHIP TO VISION:
This action supports Goal B - High Quality of Life and Strategy 6 - Provide high quality
services.
REQUESTED ACTION:
If the Council concurs, it should offer a motion to appoint Craig Robson to the position of
Captain with the Shakopee Police Department, at Grade 10, Step B of the non-union pay plan,
effective January 8,2007 and sllbject to a six month probationary period; and to authorize pay
for performance according to the police sergeants existing labor agreement; and the buy back of
existing comp time hours at the current rate of pay of Sergeant Robson.
