SUBJECT: 2005 Pay Adjustments

INTRODUCTION:
The Council is asked to take action to establish pay plans for 2005 for non-contract
employees, (full time and part time) and Fire officers.
The recommended increase for 2005 is a 3% cost ofliving adjustment.
BACKGROUND:
The 2005 proposed budget has provided for a 3% cost ofliving adjustment for both full
time and part time non-contract personnel. Conversations with Labor Relation
Consultants, it appears that metro-wide, 3% appears to be in the average range for cost of
living adjustments. Of the non-contract settlements that have been made for 2005, LRA
reports the average to be 2.8%.
For reference, for adjustments since the current pay plan was adopted in 2002 are as
follows:
2002 3.5% non-contract (New Riley, Dettmann & Kelsey Plan)
3.8% Sergeants
4.0% Police Officers (5-step plan)
3.5% Public Works
3.4% Stanton Survey
2003 3.0% non-contract
3.0% Police Officers
3.32% Sergeants
4.55% (3% Jan 1st PWorks, + 3% July 1st)
3.1 % Stanton
2004 2.5% Non-contract
2.0% on 1/1/04 & 1.0% on 7/1/04 Pol. Sgts.
2.0% on 1/1/04 & 1.0% on 7/1/04 Pol
2.5% min - 4.82% for Public Works
2.8% Stanton
We also recommend a 3% increase for the City's part-time employees.
By adopting a cost of living adjustment that is relatively consistent with other cities in the
Metropolitan area, the City of Shakopee maintains its pay plan at a rate that. does not go
out of alignment with other municipalities.
There is no change proposed for the Fire officers. Those salaries must be adopted
annually by resolution annually.
BUDGET IMPACT:
A 3% increase for non-contract employees amounts to approximately $82,339. That
amount is in the budget.
Also note that, if approved, this would result in an additional Y:z % for the Public Works
union. According to their contract, or what the non-contract people received. The Y:z %
difference amounts to $3,698. That amount is also budgeted.
This does not affect the Police contract, which settled in 2004 for a 2% cost of living
adjustment on January 1, 2005, and anadditiona11 % on July 1, 2005.
ACTION REQUIRED:
If the Council concurs, it should adopt the following resolutions:

A RESOLUTION ADOPTING THE 2005 PAY SCHEDULE FOR THE OFFICERS
AND NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon
the City Treasury from and after January 1, 2005 payable to the duly elected officials and
appointed non-union employees of the City of Shakopee, in accordance with the attached
2005 Pay Schedules, with an effective date of January 1, 2005.
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this
resolution are hereby repealed and terminated effective January 1, 2005.
Adopted in session of the City of Shakopee,Minnesota, held this

Part-time Pay Plan Placement Procedures:
On-going part-time staff would be eligible on
their anniversary date of hire to move up a
step if they worked a regular schedule year
around. Employees who only sub or fill in
would not be eligible for a yearly increase.
On-going part-time staff that voluntarily
resigns and is re-hired will be compensated at
the same level as when they resigned, unless
they gained additiol1al job-related ej(p<;:rience
or are rehired in a different position.
