SUBJECT: Two-Hour Parking Restriction Request

INTRODUCTION:
The Council is asked to consider placing two hour, parking restrictions on the west side of
the 200 block of Fuller Street.
BACKGROUND:
Attached is a letter from Wade Kohlrusch. Mr. Kohlrusch is the owner of the recently
completed office building which fronts Fuller Street, between 2nd and 3rd Avenues.
In the letter, he cites problems with all day parkers, and the issues that that causes with
patrons of his building. Currently, the all day parkers are primarily construction workers
for the new jail. However, even after that work is completed, it is likely that employees
in the area would monopolize these parking spaces all day, unless restrictions are placed.
It is possible that "two hour parking" signage could be placed on the west side of the 200
block of Fuller Street (immediately adjacent to the Kohlrusch building). This would be
similar to other two hour parking on some of the downtown streets to the north of the site.
RECOMMENDATION:
I recommend that the Council designate two hour parking restrictions from 8:00 AM to
6:00 PM, Monday through Friday, in the above described location.
ACTION REQUIRED:
If the Council concurs, it should, by motion, direct appropriate City staff to designate two
hour parking on the west side of the 200 block of Fuller Street.

RE: Parking at 250 Fuller St.
Dear City Administrator:
This . letter is given as a request to restrict parking to 2 hours for the nine diagonal parking spots located in. front of my
office building.
As you know the construction of the new Scott County jail has created an extra parking burden for city streets located
in that proximity. The nine parking spots I refer to are now being used almost exclusively by construction workers from
the jail project. I arrive at work at 8 :00 a.m. and every one of these spots is already taken by what pretty much appears
to be the same vehicles on a daily basis. These same vehicles are occupying these spots all day long. Me and employees
park in my parking lot in the back to purposely leave open the spots in front for customers. This is also a deterrent to
prospective tenants of my building as public parking is a concern and right now the added parking burden of the jail
project is giving a false appearance of a public parking shortage around my building. I believe this will eventually be
alleviated when construction is complete. A temporary 2 hour restriction for these spots would be very helpful. A .
permanent 2 hour restriction would even be better as I have concerns that county employees will again start permanently
using these spots as they have in the past.
I have already suffered great expense and inconvenience by reason of this jail project, from myoid office being
condemned to having to move twice and other matters for which I will not get into now. I have been applauded by Vision
Shakopee for investing in downtown Shakopee, hindsight being 20-20, I have to question this decision as it seems most
prospective tenants are more inclined to want be located in the newly developed areas of Shakopee. 1 understand that
having this building built was my decision and that getting it filled is my problem. 1 would however, respectfully request
the help of the City of Shakopee in the matter of parking and would greatly appreciate your consideration. Thank you.
