SUBJECT: Text Amendment Regarding Building Wall Signage in the
Highway Business (B 1) Zone

INTRODUCTION
Staffhas prepared a text amendment regarding wall signage within the Highway Business
(B 1) zoning district. The amendment is proposed as follows:
Language which is struckthrough is proposed for deletion. Language which is underlined is
propose for addition.
A. Wall Signs.
1. On the front of the building.
a. The front of the building shall be defined as the wall of the building
with the main entrance.
b. Two (2) square feet of signage shall be allowed for every linear foot of
the front building wall.
c. Maximum of 200 square feet of signage.
2. Not on the front of the building.
a. Sign age shall be allowed on a building wall other than the front if the
wall faces a street or there is a public entrance on that side of the
building.
b. One (1) square foot of signage for each linear foot of building wall on
which the sign is located.
c. Maximum of 100 square feet.
3. Sign Placement.
a. Total allowable sign age is to be calculated using the above
requirements. Placement of wall signs within the Hif!hwav Business
(B 1 ) zone mav be allowed on front and non-front walls at the
discretion of orooerty owners so long as the total amount of signage
does not exceed what is established in this section of the ordinance.
Re-Number following entries accordingly.
The Planning Commission reviewed this item at its December 9, 2004 meeting. At this
meeting, the Commission recommended approval of the proposed amendment with the

suggested revision that language be changed in Subd. 3.a to read may be allowed rather
than shall be allowed. Staff has also proposed additionallanguage since the time of
Planning Commission review. Specifically, staff is recommending the addition of within
the Highway Business (BI) zone in an effort to clarify that the redistribution of wall
signage will only be acceptable within the B 1 zone.
During the Planning Commission discussion, a commissioner was interested in having signs
proposed for redistribution be reviewed by the Planning Commission/City Council. The
text amendment, as proposed, would allow the redistribution to occur through an
administrative process.
ALTERNATIVES
1. Approve Ordinance No. 716, approving the text amendment as presented.
2. Approve Ordinance No. 716, approving the text amendment with revisions.
3. Do not approve the proposed amendment.
4. Table the matter for additional information.
PLANNING COMMISSION RECOMMENDATION
The Planning Commission reviewed the proposed amendment at its December 9, 2004,
meeting. The Commission has recommended approval ofthe proposed amendment with the
change reflected in the ordinance prepared for Council's use. A copy of the staff report
from the December 9th Commission meeting is attached for the Council's reference.

AN ORDINANCE OF THE CITY OF SHAKOPEE, MINNESOTA,
AMENDING CITY CODE SEe. 11.70, SUBD. 8
THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA,
ORDAINS:
Section 1 - That City Code Chapter 1, Zoning, Sec. 11.70, Subd. 8 is hereby
amended by adding the language that is underlined and deleting the language that is
struck through.
A. Wall Signs.
1. On the front of the building.
a. The front of the building shall be defined as the wall of the building with the
main entrance.
b. Two (2) square feet of signage shall be allowedfor every linear foot of the
front building wall.
c. Maximum of 200 square feet of signage.
2. Not on the front of the building.
a. Sign age shall be allowed on a building wall other than the front if the wall
faces a street or there is a public entrance on that side of the building.
b. One (1) square foot of signage for each linear foot of building wall on which
the sign is located.
c. Maximum of 100 square feet.

DISCUSSION
As a result of the number of wall signage variances requested within the Highway Business (BI)
zoning district, staffis.proposing a text amendment to address wall signage in this zone.
City Code Section 11.70, Subd. 8.A currently reads as follows:
A. Wall Signs.
1. On the front of the building.
a. Thefront of the building shall be defined as the wall of the building with the
main entrance.
b. Two (2) square feet of signage shall be allowed for every linearfoot of the font
building wall.
c. Maximum of 200 square feet of sign age.
2. Not on thefront of the building.
a. Signage shall be allowed on a building wall other than thefront if the wall
faces a street or there is a public entrance on that side of the building.
b. One (1) square foot of signage for each linear foot of building wall on which
the sign is located.
c. Maximum of 1 00 square feet.
Staff is proposing language that is similar to what has been allowed on several of the ''big box" retail
stores. ill several cases, retailers have calculated the total amount of wall signage that would be
allowed on their building and have then distributed that amount of signage over the building as
desired, so long as the total square footage of signage did not exceed what would be allowed for the
entire structure.
