POLICE DEPARTMENT Memorandum TO: Honorable Mayor and City Council Mark McNeill, City AdrniniS# FROM: Dan Hughes, Chief of Police SUBJECT: Resolution Amending The Vehicle Acquisition, Use & Replacement Policy DATE: December 29,2004 INTRODUCTION: Council is asked to consider Resolution No. 6170, a Resolution amending the vehicle acquisition, use and replacement policy, adopted by Resolution No. 4582. BACKGROUND: The City currently has adopted a formal policy for the acquisition, use and replacement of vehicles. The Police Department will be requesting Council authorize the purchase of marked police vehicles at the January 18, 2005, meeting. Part of our request involves the color change from our current white to black & white squad cars. Council had previously received, in an activity report, the research and information regarding this transition. Currently the existing vehicle policy requires that these vehicles be white in color. It is possible that some ofthese vehicles will be transitioned into other areas within the City upon their retirement from first line emergency service. The current policy prohibits repainting these vehicles solely to change the color. In addition"in conversation with the Finance Director, our current policy requires that all administrative vehicles "be of compact or intermediate size." The size of vehicles has changed since this policy was written. A full size vehicle is now more of an intermediate size vehicle. ALTERNATIVES: 1. Offer Resolution No. 6170 and move its adoption. 2. Do not offer Resolution No. 6170. 3. Table and provide direction to staff. RECOMMENDATION: Alternative #1. ACTION REQUESTED: Offer Resolution No. 6170, a Resolution amending the vehicle acquisition, use and replacement policy adopted by Resolution No. 4582, and move its adoption. DH:pm Attachment: Resolution No. 6170 December 29,2004 2 Resolution Amending The Vehicle Acquisition, Use & Replacement Policy RESOLUTION NO. 6170 A RESOLUTION AMENDING THE VEHICLE ACQUISITION, USE & REPLACEMENT POLICY ADOPTED BY RESOLUTION NO. 4582 WHEREAS, the city council has adopted a formal policy for the acquisition, use and replacement of vehicles WHEREAS, it is desired to update the formal policy for the acquisition, use and replacement of vehicles, NOW THEREFORE, BE IT RESOLVED THE CITY CQUNCIL OF THE CITY OF SHAKOPEE, COUNTY OF SCOTT, MINNESOTA, that the Vehicle Policy as adopted by Resolution 4582 is hereby ameridedto readas follows: VI.A.l All Administrative transportation vehicles (Type A) shall be of compact or intermediate size, and have the City's name prominently displayed on the side door panels. The City's official logo will be applied when it is beneficial to have it displayed to the public as determined by the Department Head. VI.A.3 - ... . Marked police squad/patrol vehicles shall bewh#eblack and white and shall display the City name and vehicle number, and it shall contain'lettering identifying it as a police/law enforcement/emergencyvehiCle.ThecOlorof unmarked police vehicles will be at the discretion ofthe P01iceChiefas necessary to minimize their detection as a law enforcementVehicle. A. 5 All other vehiqles purchased new shall be manufacturers standard medium blue in color or if blue is not available as a standard color, white shall be used unless there is no color choice available. Vehicles shall not be repainted solely to change the color, except partial painting of marked police vehicles.
