Introduction:
The Council is asked to award bids for the purchase ofthree vehicles for the Shakopee
Fire Department: a Pumper Truck, A Quint Pumper and a Rescue Truck.
Background:
In November, Council authorized the taking of bids for three fire trucks to adequately
equip the Shakopee Fire Department. It should be noted that the most recent purchase of
trucks was last done in 1998.
Advertisements were made, and specifications were sent to seven known providers. On
Monday January 10th, bids were opened.
They were as follows:

It Should be noted that Custom Fire declined to submit a bid, due to concerns about
supplying the ladder as specified and the preference by The City to purchase all three
apparatus by one vendor. In actuality alternate equivalent ladders are available to
Custom Fire Apparatus, Inc. and they could have bid the Quint apparatus but chose not
to bid individual trucks or all 3.
The bids have been reviewed by the truck committee, some of the bid Deviations and
comparisons are listed below:
General Deviations/ Differences:
1. General Safety / Rosenbauer met all specifications / requirements
2. On the North Central Ambulance/Crimson Fire proposed apparatus designs, in
general the compartments are smaller on all trucks with a few exceptions. We
have requirements and plans for the anticipated, specified cabinet configuration.
3. On the North Central Ambulance/Crimson Fire proposed apparatus designs, the
electrical wiring is run through framework tubing. We have specified accessible
raceways for wiring as it is our experience that over time we will need to access,
repair or modify the complex apparatus wiring and it needs to be easily
accessible.
4. On the North Central Ambulance/Crimson Fire proposed apparatus, equipment
mounting brackets are not included. These were specified to be included within
the bid. These can add up significantly.
5. Door openings to cabinets ate not full width ofthe cabinets on the North Central
Ambulance/Crimson Fire Apparatus as specified. This is important to easily
remove and replace large, bulky equipment in and out of the cabinets without
damaging the door openings or mechanisms.
6. The roll-up door mechanisms are not easily accessible for repairs or drained as
specified. This makes access to the doors for repairs difficult and also exposes
the cabinets to door moisture and grime when it is raised.
Pumper Truck Deviations / Differences:
1. As noted in the pricing there is a $7500 price increase to obtain foam capability at
all discharges on the North Central Ambulance/Crimson Fire proposal. This is
included in the General Safety / Rosenbaur proposal.
2. To add foam to all discharges on the NorthCentral Ambulance/Crimson Fire
Proposal will increase the wheelbase of the pumper truck by 3 feet. This would
milky a significant change in the maneuverability of the truck in the tight locations
we operate in and would be unacceptable. The General Safety / Rosenbaur design
does not have this limitation.
3. The North Central Ambulance/Crimson Fire proposal does not include the Vision
Mark Pump panel labels that are specified. The General Safety / Rosenbaur
proposal includes these. These are a significant cost and are available to all
manufactures. We specified these to make the complex pump panel easier to
understand and operate by all firefighters.
4. The North Central Ambulance/Crimson Fire proposal is missing 2 x 2 ~ inch
water discharges on the rear of the truck that are specified. These are critical parts
of the truck for firefighting as this is where we attach our pre-connected fire
attack hoselines and all of our pumping engines are designed uniformly with the
specified design for uniformity in operation and use with our Standard Operating
Guidelines. This exception is unacceptable.
Quint Pumper Deviations / Differences:
1. The North Central Ambulance/Crimson Fire proposal does not include the Vision
Mark Pump panel labels that are specified. The General Safety / Rosenbaur
proposal includes these. These are a significant cost and are available to all
manufactures. We specified these to make the complex pump panel easier to
understand and operate by all firefighters.
2. The ladder provided in the North Central Ambulance/Crimson Fire proposal is 6
feet shorter than specified. 103. feet vs. 109 feet. This could impact our ability to
utilize the ladder in extreme setback situations or broad roof reaches.
3. The North Central Ambulance/Crimson Fire proposal is missing the lower rear
driver's side compartment that is specified.
4. In the North Central Ambulance/Crimson Fire proposal not all of the ladders will
fit in the rear ladder compartment due to the position of the pump intake suction.
5. In the North Central Ambulance/Crimson Fire proposal, the rear pump intake
suction and 5" suction hose are located in the rear ladder compartment rather than
it's own compartment lower on the apparatus. This makes the ladder storage very
tight and difficult and not allowing all ladders to be stored there. This
configuration also puts the large diameter hose and connection very high up
which will be difficult to pull out, reload and could cause kinking ofthe hose
during use which will decrease flow. This design also eliminates the ability to
have side access to the Suction hose compartment to assist reloading the 35 foot
suction hose. This is an unacceptable design.
6. In the North Central Ambulance/Crimson Fire proposal, the rear 2 ~ inch hose
bed only holds 1000 feet of hose. The specifications called for 1200 feet of
storage which is uniform with our other pumping engines.
7. The North Central Ambulance/Crimson Fire proposal does not include aluminum
treadplate hose covers. They are providing tarps. We frequently need to walk
above the hose bed and tarps are dangerous to walk on. Tarps also wear out and
need replacement.
Based on these items, it is the recommendation of the truck committee that the submittal
from General Safety / Rosenb,mr be accepted.
Budget Impact:
The estimated cost of these three units had been $1.3 Million, so the two bids received
were very close. Funding for this purchase would come from the Capital Equipment
Fund.
If the General Safety / Rosenbauer proposal is accepted, the estimated time of delivery is
300 - 365 days; therefore it is possible that this will not be charged to the Capital
Equipment Fund until 2006. I am advised that that is of no consequence, as it is from the
Capital Equipment Fund.
Action Required:
If the council concurs, it should, by motion, approve the following resolution:

A RESOLUTION AWARDING A CONTRACT FOR
THREE FIRE TRUCKS TO GENERAL SAFETY EQUIPMENT, LLC
OF WYOMING, MINNESOTA
WHEREAS, the Shakopee Fire Department has advertised the intent to purchase
three fire vehicles; and
WHEREAS, on January 10t\ bids were received and opened for a pumper truck,
medium rescue truck, and Quint pumper; and
WHEREAS, three responses were received, including two which submitted bids
for consideration; and
WHEREAS, the results of those bids are as follows:
General Safety/Rosenbauer

and;
WHEREAS, after careful consideration, the Truck Committee of the Shakopee
Fire Department has determined the bid of North Central Ambulance/Crimson Fire as
being non-responsive; and
WHEREAS, the Committee has reviewed the response of General
Safety/Rosenbauer and finds said bid to be in compliance with specifications.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that a contract for a pumper truck, rescue truck,
and Quint pumper be awarded to General Safety Equipment, LLC, of Wyoming,
Minnesota, and that the appropriate City officials be authorized to enter into agreements
for the production and delivery of same.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota, held this 18th day of January, 2005.
