INTRODUCTION: City Council is asked to authorize the purchase of a John Deer 1445 mower, snow blower and broom. BACKGROUND: Public Works and Building Maintenance identified a need as part of the 2005 budget process to jointly purchase a John Deere 1445 Mower, Snow Blower and Broom. Public Works staff mows and trims over 300 acres of turf per week. Mowing and trimming turf in the parks, athletic' fields, public buildings and grounds is the most visible of all the maintenance functions and reflects highly on how a city manages and cares for the public's investment. Staff utilizes three 16' mowers to mow the large areas and two 6' mowers for small areas and for mowing around trees and other obstacles where the large mowers are not able to mow or would be inefficient to take the added time to mow. Building Maintenance is responsible for snow removal operations on sidewalks around public buildings, which include City Hall, Library, Police Station, Community Center, Youth Building and Fire Stations. With the opening of the new buildings and one staff person assigned to this task, it has been difficult to keep up with the necessary work in a timely manner. Public Works staff is responsible for all other city maintained sidewalks and trails. We have tried to share the two existing snow removal units, but find that both divisions need the equipment at essentially the same time. Staff utilized state bid pricing from Siemon Implement, Inc. and is requesting to jointly purchase one new John Deere 1445 Mower, Snow Blower and Broom for the price of $30,520.41. Both divisions would be responsible for one half the annual rental rate, and these funds are part of the 2005 budget. Staff is also requesting an 18-month buy-back agreement and will bring that to council when it is time to enact the agreement. The 2005 Capital Equipment Budget included $60,000.00 for this purchase. We believe this number was inadvertently doubled as part of the "dual use" discussion, leaving the impression that we would need to purchase two John Deere 1445's, one for each division. This is not the case. Both divisions would share this single piece of equipment as it is needed for different purposes based on the season, and both divisions would be responsible for one half of the annual rental rate. AL TERNA TIVES: 1. Authorize the purchase of one new John Deere 1445 Mower, Snow Blower and Broom from Siemon Implement, Inc. for the price of $30,520.41. The purchase to be expended from the Internal Service Equipment Fund. 2. Deny the request. 3. Table for additional information. RECOMMENDATION: Staff recommends alternative number one. ACTION REQUESTED: Move to authorize the purchase of now new John Deere 1445 Mower, Snow Blower and Broom from Siemon Implement, Inc. for the price of $30,520.41.
