SUBJECT: Ordering Feasibility Report for 2005 Bituminous
Overlay Project

INTRODUCTION:
Attached is Resolution No. 6177, which orders the feasibility report to be prepared for the
following streets:
. Quincy Street - 11 th to 12th Avenue
. Jefferson Street - 11 th to 12th Avenue
. Madison Street - 11 th to 1 ih Avenue
. Monroe Street - 11 th to 1 ih Avenue '
BACKGROUND:
Staffhas completed the review of the proposed 2005-2009 Capital Improvement Program
which includes street preservation projects on the streets listed above.
The above streets have deteriorated and are candidates for a bituminous overlay, which
would extend the life expectancy of these streets.
Attached is a map showing the proposed study area for the 2005 Bituminous Overlay
Project. In the feasibility report, staff will investigate street rehabilitation along with
utility repairs.
In order to reconstruct these streets during the summer months of the 2005 construction
season, the feasibility report should be authorized at this time.
ALTERNATIVES:
1. Adopt Resolution No. 6l77.
2. Deny Resolution No. 6177.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, so that the proposed bituminous overlay project
feasibility study can be initiated for possible construction.
ACTION REQUESTED:
Offer Resolution No. 6177, A Resolution Ordering a Feasibility Report for the 2005
Bituminous Overlay Project and move its adoption.

Report For Improvements To Quincy Street, Jefferson Street,
Madison Street and Monroe Street between 11th Avenue to 12th Avenue
WHEREAS, it is proposed to improve Quincy Street, Jefferson Street, Madison Street and
Momoe Street between 11 th A venue to 1zth A venue by reconstruction of sanitary sewer, watermain,
storm sewer, concrete curb & gutter, aggregate, bituminous paving and all appurtenant work and to
assess the benefited property for all or a portion of the cost of the improvement, pursuant to
Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, PublicW orks Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
, some other improvement, and the estimated cost ofthe improvement as recommended.

Dear Bruce,
In regard to your letter of January 4th, I would like to indicate my support for the
bituminous pavement overlay project for Monroe, Madison, Jefferson, and Quincy
Streets, between 11 th Avenue and 12th Avenue.
Since this is a particularly bad time of year to go from door to door to gain support,
I believe it would be in the best interests of all, if the city were to send letters to all
residents of the four blocks mentioned above. There are 96 homes affected by the
overlay, so it might be good to include in the letter the approximate cost per household.
Also, I believethat residents, and the City Counsel, should be aware that the longer the
repair is delayeq, the more it would cost them in the long run.
Please accept this letter in support of a feasibility study by the City of Shakopee and
thank you for your help inthis matter.
