SUBJECT: Update of 2005 Street, Sanitary Sewer and
Storm Drainage Capital Improvement Program Projects
DATE: January 18, 2005
INTRODUCTION:
Staff would like to update the City Council as to the development of 2005 Capital
Improvement Program projects for the City's street, sanitary sewer and storm drainage
systems. Several developments have occurred with several of the projects and staff
would like to inform the Council of these changes before proceeding with the projects in
2005.
BACKGROUND:
Staff prepares a Capital Improvement Program for the City Council to review and
approve, and within the 2005 Budget is the Capital Improvement Program for this year.
City staff has been working on several projects this winter and would like to update the
City Council as to the status of these projects and where staff feels these projects are
going for this year.
I STREET I
. 2005 Street Reconstruction Project - Staff is currently preparing a feasibility
report and is scheduled to be completed by February 1,2005.
. 17th Avenue, from C.R. 15 to C.R. 77; C.R. 77, from T.R. 169 to 2000 feet south
of 1 ih Avenue; and C.R. 79, from T.H. 169 to 2000 feet south of 1 ih Avenue - In
conjunction with the Countryside development and Independent School District
#720 new high school, staff has been working on these roadway improvements.
Staff has updated the Council recently on these projects with the School District,
County and the developer of Countryside. From staffs perspective, these projects
are important for the development of the School District site and have been
proceeding in a satisfactory fashion.
. Valley View road from Greenfield Addition to c.R. 83 - This project is currently
under design and is scheduled to be built in 2005. Right of way from Park
Meadows East is needed to construct the roadway.
. 1 ih A venue extension from Southern Meadows to c.R. 83 - A feasibility report
is being completed on this project currently. Right of way acquisition and County
funding issues will prevent this project from happening in 2005.
. Holmes Street Mill and Overlay of Bituminous Pavement, from 3rd Avenue to 10th
Avenue - Due to the continued work on the Scott County jail project, staff would
recommend that this project be delayed for another year.
. 2005 Pavement Preservation Program - The mill and overlay of bituminous
pavement on Quincy Street, Jefferson Street, Madison Street and Monroe Street,
from 11th Avenue to 12th Avenue. Staff has had requests from residents on
Monroe Street to look at improving the street pavement and has included an
action for the City Council to initiate a feasibility report for the bituminous
pavement restoration project for 2005.
. Railroad Signalization on Sommerville and Spencer Street - The City has
qualified for Federal funding with this project and is currently investigating the
easement area for a signal control cabinet for this project and roadway design of
these intersections. Agreements have been executed by MnDOT, Union Pacific
RR and the City.
. Pheasant Run Sidewalk, from Valley View Road to Quail Drive - Staffhas taken
traffic counts on Pheasant Run Street since Valley View Road and Independence
Drive have been completed. From this traffic study, the traffic volume has
decreased on Pheasant Run Street by ~ from previous traffic counts. Staff would
recommend that a sidewalk project not move forward since the traffic has
decreased by 50% and there wasnot a high level of support for placing a sidewalk
on Pheasant Run Street.
. Hansen A venue, from Crossings Boulevard to CSAH 18 - This would be a
developer initiated project and it has not been initiated yet.
. Adams Street Sidewalk, from 6th Avenue to 3rd Avenue - Staff intends to
complete the feasibility study in this area. However, it may be appropriate to wait
until any development on the State Correctional Facility site before proceeding
with sidewalk in this area.
. c.R. 16 Street Lights, from CSAH 17 to c.R. 83 - Staff has proposed providing
additional street lighting along the c.R. 16 trail for public safety and this project
would be brought back to City Council for consideration in the future.
I SANITARY SEWER SYSTEM UPGRADES I
. Phase II of the River District Rehabilitation - This sewer project consists of
reconstructing the existing sewer underneath the trailer park along 1 st A venue or
c.R. 101. Staff has met with Scott County and Shakopee Public Utilities and a
much larger project may be in order. Scott County can qualify for State turn back
funds for the bituminous resurfacing in this area and Shakopee Public Utilities
would like to replace more watermain than just the sewer location of the 2nd phase
of the River District line. Staff has televised this line and it appears, at this time,
we will be able to delay this project for another year.
. River District Trunk Sewer Reconstruction, Phase III - This sewer reconstruction
project would be from Rahr Malting to the Lewis Street bridge. At this time, Met
Council has informed the City of Shakopee that Rahr Malting needs to make a
decision on whether to stay on the City's sewer system or come off entirely. Staff
believes it is in the best interest of the City to not install the sewer line until the
decision is made and finalized. Meetings will be conducted between City staff,
Rahr Malting and Met Council on this issue in the next few months.
. 1 st A venue Sewer Extension to Apgar Street - This essentially would be a sanitary
sewer extension, if the area on Apgar Street and C.R. 101 redevelops.
. Extension of C.R. 83 Sewer - This sewer extension is needed as part of the
sanitary sewer plan to serve properties south and west of c.R. 83. Development
is occurring in this area with Park Meadows East proposed preliminary plat and
the Ames 40-acre parcel being considered for development. Coordination with
Scott County is needed to install this sewer line in C.R. 83 right of way.
I STORM DRAINAGE SYSTEM I
. Pheasant Run Storm Sewer Replacement - This was a project where bids were
taken last fall and deemed to be too high. Staff will rebid this project over the
winter for possible construction this year.
. Trunk Storm Sewer, West of C.R. 79 - This would be an extension of the trunk
storm sewer system from T .H. 169 through the Countryside development and
Independent School District #720 project. This would be a major project needed
and would be built in conjunction with these developments.
. Dean Lake Outlet Control Structure - This project has been initially proposed in
1999 and has been further studied. Staff believes that this project should be built
this year, once the runoff elevation has been determined for this control structure.
A proposal to complete the final design will be brought back in the next few
Council meetings.
. Shakopee Valley Marketplace Drainage Swale Rehabilitation - A drainage swale
has eroded and has caused a maintenance problem in the area of C.R. 17 and T .R.
169. A project needs to be done in order to prevent further erosion into the pond
and into the storm sewer system and ultimately into the Upper Valley
drainageway.
. Dominion Hills/Chateau Ridge Drainage Control System - The City has
contracted with WSB &Associates for design services with this project and this
project is intended to be finalized this year and constructed in 2005.
This would complete our analysis of the projects that are scheduled for 2005. All of the
projects will be brought forward for further City Council approval. Staff would like to
have any direction or comments on the projects as they are proceeding from City
Council.
ALTERNATIVES:
1. Review the projects, as presented by staff for the 2005 construction season, and
provide comments and direction to staff on the proposed project update.
2. Table for additional information.
RECOMMENDATION:
Staff would recommend that Council review the projects, as submitted, and provide
direction to staff on the proposed project update.
ACTION REQUESTED:
Make a motion with direction to staff as to the 2005 Capital Improvement Program.
