INTRODUCTION
City Council is asked to adopt Resolution 6174, a Resolution of the City of Shakopee,
Minnesota, Establishing a Policy for Park Naming.
BACKGROUND
The current Park Naming Policy dates from approximately 1983. There are several parks which
have been recently developed and several more which are proposed for the next year which do
not yet have official names. Names also are needed in order to plan a park signage prototype
which will be used as a new city standard. This is a good opportunity to discuss amending the
current policy to reflect greater goals of the community by reinforcing a sense of place.
The current Park Naming Policy gives the Park and Recreation Advisory Board responsibility of
recommending the naming of parks and may do SQ however it chooses. Names are then approved
by the City Council. Names designated while this policy has been in effect are not typically well
documented as to how the process was done. Preference was stated in a policy memo from 1983
for names commemorating individuals with historic influence on the city's history, while another
document stated a preference for Native American words or names.
A naming policy can provide guidance on how to prioritize name choices. The proposed Park and
Donor Naming Policy includes Naming Guidelines, An Application Process, A Review
Procedure and An Application Form. There is an old Park Donation Policy, Resolution 3849,
Attachment 1, and a City Donation Policy, Resolution 5794, Attachment 2, currently in effect.
(As a rule, newer policies supercede older ones where there is conflict) The Advisory Board
decided that the Park Donation Policy (Resolution 3849), could remain except for the sections
involving dollar amounts of donations which have already been superceded by the current City
Donation Policy (Resolution 5794).
RECOMMENDATION
The Park and Recreation Advisory Board recommends that the City Council approve the draft
Park Naming Policy. The benefit of having a policy would be to have a clearly defined, open
process for naming new parks park amenities or natural amenities, and open spaces.
REQUESTED ACTION
City Council is asked to adopt Resolution 6174, a Resolution of the City of Shakopee,
Minnesota, Establishing a Policy for Park Naming.

ESTABLISHING A POLICY FOR THE NAMING OF PARKS
WHEREAS, The Park and Recreation Advisory Board recommends adopting a policy for the
naming of parks; and
WHEREAS, the City Council desires to set forth the policies, standards and a philosophy for the
naming of parks for the city.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA, that the Park Namina Policv, dated January 18, 2004, attached hereto
and made a part hereof, is hereby adopted.
Adopted in session of the City Council of the City of Shakopee, Minnesota,

PARK NAMING POLICY
1. A. The Purpose of the naming policy is to develop place names that are:
. Unique. Unique names are identifiable to a specific place and do not duplicate or are
not confused with existing names in City of Shakopee or neighboring areas.
. Meaningful. Names may reference natural features or landmarks, local historic
events or persons with historic significance, locally or nationally.
. Inclusive. Names shall be selected in a public adoption process. They shall be
respectful of all people and cultures and reflect positive values acceptable tO,the
community as a whole.
B. Donor Naming may be considered on a case by case basis. Donor naming agreements
may include provisions for ongoing and special maintenance costs, such as the renovation of
a facility. Donor naming may also have specific terms for discontinuation or termination and
shall be adopted by City Council resolution.
c. Fundraising campaigns for dedicating memorial amenities, such as benches, pavers or
trees, shall be approved as a campaign by the Park and Recreation Advisory Board and City
Council under the existing Donation Policy concurrent with park improvements or new park
developments. Wording on memorial features shall follow the naming guidelines in this
policy.
2. Auulication Process:
A. The process may be initiated in the following ways:
i. By public announcement by the Park and Recreation Advisory Board in local papers or
the city's web site or in conjunction with neighborhood design process.
ii. By application by a landowner, donor, group, or resident.
B. A Naming Request Form shall be completed which will include:
i. Location of Park or feature to by development / addition, and street frontage(s).
ii. Person/organization requesting the name and their contact information.
iii. Proposed name and up to two alternates, if desired.
iv. Explanation of name meaning(s), including translation, or biographical information if
the name is honoring a person or people.
v. Description of process involved in choosing the proposed name and what type of
public involvement was used.
3. Review Procedure.
A. Applications shall be submitted to the Park and Recreation Department, and reviewed by
staff for completeness and accuracy. A naming request made as a part of the development
process, may be submitted by the developer with a plat application. If not, the Park and
Recreation Advisory Board will begin the process by a public announcement as in 2.) A. i,
above.
B. Requests are presented by staff to the Park and Recreation Advisory Board in a regular
scheduled meeting.
C. The Park and Recreation Advisory Board shall discuss the Naming Request and
recommend or not recommend it to the City Council. They may also table the request for due
consideration before voting on it.
D. The City Council will hear and vote on the Park and Recreation Advisory Board
recommendation. The City Council shall have final authority on all Park Naming Requests.
A Naming Request Approval shall only take effect after the land has officially been
transferred to the city's qwnership and the city retains legal title to the land.

A. General Name guidelines:
. " Should not duplicate or be easily confused-witlLexisting public or private-places in or near
Shakopee.
. Should avoid adjectives such as east, west, big, long, etc., and numbers when possible unless an
adjacent featurename uses the same descriptor.
. Should use the fewest words possible.
. Shall include an appropriate designator of the type ofpark, i.e. Community Park, Neighborhood
Park or Tot Lot.
B. Names of historic places, events and cultural ideas and names using Dakota language or concepts
shall be appropriate to the site and proposed use, and should follow standard current spelling of the Dakota
language.
C. Names to commemorate persons who have made significant contributions to Shakopee parks system,
(with the pennission of the honoree, or immediate family or designated representative, ifany). Names to
commemorate other local born or raised persons of historic, statewide or national importance may be
considered without a park association.
D. Names for site features, wildlife or other natural ideas, when site specific.

Introduction
Early this spring, the Parks and Recreation Department Advisory
Board spent considerable time researching and discussing a "Gift
Policy" for city parks. A "Gift Policy" will establish a standard
and procedure for accepting gifts for city parks.

Background
The city should do all it can to promote gift giving for its parks
and recreation system. This can be done through the establishment
of a9ift catalog or some sort of foundation. However, to avoid
accepting gifts with conditions attached, the city should establish
policies and standards and a philosophy for accepting gifts for
City parks and trails. The intended gift should also be consistent
with the "master plan" for the park system.
Alternatives
1. Approve the request made by the Park and Recreation Advisory
Board to establish a "Gift Policy" for city Parks.
2. continue the request for more information and discussion.
3. Do nothing.

RESOLUTION NO.
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, ESTABLISHING A
POLICY FOR ACCEPTING GIFTS FOR PARKS.

WHEREAS, the Park and Recreation Advisory Board recommends
revising the present Gift Policy; and
WHEREAS, the City Council desires ~o set forth the policies,
standards, and a philosophy' for accepting gifts 'for parks' for the
City.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, AS FOLLOWS:
1- The City Administrator shall be authorized, on behalf
of the City of Shakopee, to accept or decline
contributions valued at less than $2,000.
2. Park and Recreation gifts valued at over $2,000 shall
be reviewed by the Park and Recreation Advisory Board
and recommended to the City Council for acceptance or
rejection.
3. All gifts must be unconditional.
4. The City of Shakopee will not accept gifts with
prohibitive liability risk or prohibitive operation and
maintenance costs.
5. Donors who desire to have a plaque placed in a City
building or on park property for memorial or other
purposes shall meet the following criteria:
a. The contribution must be valued at $3,000 or more
and include the cost of the plaque.
b. The plaque must be metal.
c. The plaque should be no larger than 8 inches by 11
inches.
d. Requests for plaques must be reviewed by the Park
and Recreation Advisory Board, which shall

RESOLUTION NO. 5794
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA ADOPTING A
GIFrIDONATION POLICY.
WHEREAS, the City of Shakopee is occasionally presented with gifts and donations
from non-profit and profit agencies.
WHEREAS, statue M.S. 465.03 requires the City Council to adopt a resolution by a 2/3
vote to accept personal or real property.
WHEREAS, statue M.S. 465.04 authorizes cities to accept cash donations over $1,000
upon tenns and conditions to be approved by the governing body.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCn.. OF THE CITY
OF SHAK.OPEE, MlNNESOTA, that the following policy is hereby adopted:
GIFrIDONATION POLICY
It is the policy of the City of Shakopee that gifts of money in excess of $1,000, items of
per~onal property or other items of utilitarian or commemorative value may be accepted
by the City Council on behalf of the City for use and benefit of all citizens subject to the
following procedures:
1. Following the receipt of a cash donation over $1 ,000 or non-:cash items with a
value detennined to exceed $500, the department shall forward a written notice to
the City Administrator outlining the nature of the gift received and its donor. The
department shall be responsible to notify the City Administrator if there is any
new City service, function, staffing, or liability related to the acceptance of the
gift.
2. The department shall prepare a letter acknowledging the gift and thanking tbe
contributor to be signed by the Mayor.
3. Receipt and acceptance of donations/gifts to City of Shako pee shall be by
resolution of the City Council and shall require a 2/3 majority for approval.
4. Periodically, the City Administrator shall prepare and bring to the City Council
for adoption, a resolution acknowledging the receipt and acceptance of non -cash
gifts valued at more than $500 and cash gifts valued at more than $1.000 that ha.ve
been received by city staff.
5. Such resolution shall identify the donors, fully describe the gifts, and shall specify
all terms and conditions, if any, prescribed by the donor.
6. Department heads or supervisors are authorized to accept non-cash items not to
exceed $500 and all cash donations less than $1,000.

Subject: Acceptance of VFW Donation for Ice Rental
INTRODUCTION
City Council Is asked to accept a donation from the VFW Post 4046 In the amount of
$2,500, which would be used to provide free youth open skating opportunities at the
Shakopee Ice Arena.
BACKGROUND AND DISCUSSION
On November 7Ut, a representative from the VFW Post 4046 presented a check In the
amount of $2,500, in order to provide free open skating In the Ice Arena.

We received an identical donation last year, which provided 25 hours of free open
skating to the community, primarily during no-school days when the ice otherwise
wouldn't be in use. Joshua Barrick, Ice Arena Maintenance Operator, has developed a
plan that would use the funds from the donation this year to again provide free open
skating during January, February, and March.
The new donation poficyrecently approved by Council requires a 2/3 vote to accept cash
donations over $1,000.
REQUESTED ACTION
If City Council concurs, it should, by motion adopt Resolution Number 5824, A
Resolution of the City of Shakopee, Minnesota, Accepting a $2,500 Donation from the
Shakopee VFW Post 4046.
