Subject: Accept In-Squad Video Camera From Department of Public Safety

INTRODUCTION
The Shakopee Police Department is offering Resolution #6171, to accept an in-squad video
camera from the Minnesota Department of Public Safety, Office of Traffic Safety.
BACKGROUND
Over the past three years the Shakopee Police Department has participated in the Safe and Sober
grant program, coordinated by the Minnesota Department of Public Safety. The program is
aimed at increasing traffic safety through enforcement and education. The grant program
requires agencies to "sit out" after participating for three consecutive years.
As a means to encouraging continual traffic safety enforcement and education, the Department of
Public Safety is awarding the Shakopee Police Department an in-squad video camera. The
camera is valued at $3,000 will be presented by Susie Palmer, Coordinator ofthe Office of
Traffic Safety, and Bob O'Brien, Safe and Sober Liaison.
ALTERNATIVES
1. Offer Resolution #6171.
2. Do not offer Resolution #6171.
3. Table and direct staff.
RECOMMENDATION
Staff recommends alternative #1.
ACTION REQUESTED
The Mayor is asked to introduce Chief Dan Hughes who will introduce Ms. Palmer and Mr.
O'Brien. Following the presentation, if the City Council concurs, it should, by motion adopt
Resolution #6171, a resolution of the City of Shakopee, Minnesota, accepting a donation of an
in-squad video camera from the Minnesota Department of Public Safety.

A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, ACCEPTING A
$3,000 IN-SQUAD VIDEO CAMERA FROM DEPARTMENT OF PUBLIC SAFETY,
TO BE USED FOR TRAFFIC SAFETY, ENFORCEMENT AND EDUCATION.
WHEREAS, on November 6, 2002, the City Council adopted Resolution No.
5794, which established procedure relating to the receipt of gifts and donations by the
City; and
WHEREAS, Resolution No. 5794 specifies that donations valued over $1,000
shall be accepted by resolution ofthe City Council, and shall require a two-thirds
majority of the City Council for acceptance; and
WHEREAS, The Minnesota Department of Public Safety has awarded the
Shakopee Police Department an in-squad video camera for traffic safety, education and
enforcement; and
WHEREAS, such a donation will assist with the education of the public on traffic
safety and provide the police department with a tool for officer safety, and public safety.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the donation of an in-squad video camera
from the Department of Public Safety is gratefully accepted; and
FURTHER, that City staffis directed to send a letter to the donor, acknowledging
receipt of the gift and expressing the appreciation of the City Council.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Mhmesota, held this 18th day of January 2005.

Crash Report for the City of Shako~
The cost is based on the National Safety Council figures for the cost of deaths and
injuries in crashes and accidents in 2002 and are the most recent figures we have. These
are the figures that are used in national statistics and by most insurance groups.
We have the exact number of deaths and injuries by severity in the state however; the
numbers of severe, moderate and minor injuries are not broken down by county or city in
the "Crash Facts Report". I used an average of the actual numbers ofthose injuries in
Minnesota, so while it may not be exact it is very close to the actual cost of crashes in
Shakopee.
Shakopee,2002:
In 2002 there was 2 Fatalities 163 Injuries in 114 crashes and 311 Property Damage
Crashes. There were 17 fewer iniury crashes and 22 fewer property damage crashes in
2002 than in 1993 in spite of the increased miles driven. This is an indication that drivers
are using their seat belts more and driving better because of the education and
enforcement provided by the Shakopee Police Department.

In the past ten years in Minnesota there has been an increase of: 502,103 Licensed
Drivers, and the number of licensed vehicles has increased by 1,103,261.
