INTRODUCTION
City council is. asked to adopt Ordinance No. 721, adding summer ice rates to the 2005
Fee Schedule.
BACKGROUND AND DISCUSSION
In December 2004 City Council passed the 2005 fee schedule that included the summer
ice rates at $110.00 per hour. However, the summer ice rates should have reflected an
increase from $110.00 per hour to $115.00. This increase in fees is to help bring the gap
of revenue and expenditures closer, and better reflects the going rate for non-prime ice
rental.
We are proposing to amend the 2005 fee schedule as follows:

Sunday. Non-school days and holidays.
4. FalllWinter Non-Prime: 11 :00 p.m.-2:00 p.m. Monday-Friday; 10:00 p.m.-6:00 a.m. Saturday
and Sunday.
ACTION REQUESTED
If Council concurs, it should by motion offer Ordinance No. 721, Fourth Series, An
Ordinance Amending Fees Set for City Licenses, Permits, Services and Documents, and
move its adoption.

WHEREAS, the City Council has determined that adjustments to the fees are
reasonable and appropriate.
THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA,
ORDAINS:
Section 1- That the 2005 Fee Schedule, adopted by Ordinance No. 715, is hereby
amended as follows:

Subject: Creation of Accessibility Task Force
INTRODUCTION
City Council discussed a request to create a citizen task force to assist with accessibility
issues at the September 21 meeting and directed staff to bring back the request with
additional information.
BACKGROUND
City Council received the accessibility study and transition plan earlier this summer. The
transition plan we received details the "brick and mortar" items that need to be corrected to
bring the city into compliance. The plan also noted that there are compliance requirements
that are not structural. As part of the presentation, I discussed the concept of creating a
citizen group to help review priorities for the plan and provide input regarding the non brick
and mortar compliance items.
Attachment A is the executive summary of the accessibility study and transition plan that
details the work yet to be done to bring the city into compliance. Among those items that I
see public involvement potentially beneficial include:
. Review of Programs
. Policies, Procedures, Services, Practices, and Benefits
. Communication Plan
. Grievance Procedure
. Transition Plan, but only as it relates to reviewing the recommended priorities.
J believe the most significant of these are the review of programs, policies, procedures,
services, practices and benefits, as well as the communication plan. Ultimately City Council
would affirm any proposed action.
As I mentioned previously, J have received several contacts from individuals who are
interested in volunteering. I would anticipate that the task force work would take 6-12
months. Brad Eller, Recreation Supervisor and our designated staff to work on any special
needs requests we receive,. has agreed to assist me with the task force.
If you chose to move ahead, we would publicize this opportunity and. return with a resolution
creating the task force at your November 3 meeting. If you choose not to create the task
force, staff would work on these items over the same period; Either way, recommendations
would be brought back to you for consideration.
REQUESTED ACTION
Councilis asked to determine whether or not you would like to proceed with creating a citizen
task force on accessibility and provide appropriate direction to staff by way of a motion:

WHEREAS, the Shakopee City Council accepted the results of the accessibility
study in 2004; and
WHEREAS, citizen involvement is important in implementing the
recommendations set forth in the study;
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SHAKOPEE that the city hereby creates the Accessibility Task Force to assist the
city in implementing recommendations set forth in the study, and that Audrey Brown,
Mark Brown, Jennifer Clark, Brad King, Carla Kress, Arvid Sornberger, Patricia Tietz,
and other residents that may be interested are appointed to the task force.
Adopted in session of the City Council of the City of Shako pee, Minnesota
